If it is [CritD]x2, what's the next best modifier?
I had to ask this question and is there a rating system on the modifiers? The Best to Worst Mods..
The Rising of the Delta is the best expansion ever, and people love it to death because it is a good day to die in the endless struggle for supremacy of your own conviction. (A spin off of the Delta Rising is the best expansion ever and all the players love it.)
[CrtD] is by far the best currently because reasons. The R&D mod [Pen] is also excellent. If you can't afford mod perfection, [Acc] would be my preference for an alternate.
CtrD if you are Romulan, have surgical strike, or both.
Pen is awesome to.
Otherwise, CtrH and CtrD, I don't have the exact numbers, but it seems mixing them (like CtrD on weapon, and vulnerability locator on console, or vice versa) is good.
Acc is for PvP. It's good to for pve, but less than the other ones.
if you're thinking UR (epic will only add a fix [ac/dm] mod):
[Acc]x4 or [Acc]x3 [Pen] for PvP or maybe [Acc]x2 [CrtD] [Pen], but if you want to hit guys with those insanely buffed up defense values thanks to intel spec, you'll want to go with as much accuracy as you can get your hands on.
[CrtD]x4 or [CrtD]x3 [Pen] or [Acc] [CrtD]x3 or [Acc] [CrtD]x2 [Pen] or [Acc]x2 [CrtD]x2 or [Acc]x2 [CrtD] [Pen]... depending on how much do you want to buff up your accuracy. you'll need much less acc to hit the enemy, but don't forget overflow acc converts to crit chance and severity...
but if you have an intel escort, you can just go with [CrtD]x4 or [CrtD]x3 [Pen] and use Surgical Strikes to smash everything to pieces.
erei1: vuln. locator and [CrtD] mod on weapons give much much more damage than vuln. exploiters combined with [CrtH] modded weapons (imagine you have 5 tac consoles and weapons with [crt*]x4 mods. with the first combo you get 5x~2% crit chance and 4x20% severity per weapon. with the second, you get 4x2% crit chance and 5x~10 severity)

When purchasing from the Exchange, my preference is [CrtD]x2 [CrtH]
When I start crafting I am gonna shoot for Wide Arc DHC with [Acc] [CrtD]x2 or [CrtD]x2 [Pen]. Even in PvE I kinda notice a decent amount of misses which is why I am considering [Acc]. Of course I need the right Doff for Wide Arc DHC before bothering to craft.
Acc overflow was halted ages ago, so for PvE just stack CrtD as it does the most for your damage (for the most part).
Use Locators to stack CrtH along with your other gear. As long as you have 9% or more CrtH then CrtD on weapons is easily the best bang for buck (UR has CrtD x4 which on AP weapons means 100% Crit Severity bonus).
For PvP Acc x2 and CrtD x2 is preferable as you need to hit the target. More Acc is a waste due to the lack of Acc overflow any more. Stick with the Locators too, if you use +Beam locators you get better mileage from the Plasma burn Embassy consoles. However they may not be so useful in PvP.

This is true in theory. However [pen] disruptor setups are a tasty way to double up on almost always on debuffs.
Thing is, a Disruptor proc will actually reduce the value of [Pen]. Sure, it's not pushing into the get rid of [Pen] range or anything...heh, but technically it does.
[Pen] by itself should provide a +9.99% increase to hull damage as a final modifier. Work in a Disruptor proc, while your overall increase should end up being 19.92%; 19.92 - 9.99 = 9.93...heh, you lost 0.06%. But Hell, you gained 9.93% over what you had. :P
Course, you're likely to have Enhanced Armor Penetration going as well. Which by itself, /cough, is providing a +48.84% increase to hull damage...the difference once [Pen] is added becomes 58.06%, 58.06 - 48.84 = 9.22...so yeah, it's still good, right? Add in the Disruptor, 67.04 - 58.06 = 8.98. Hey, you're still rocking since that's the final modifier (NPCs have 0% Damage Resistance, outside of certain special NPCs or NPCs that use buffs).
Say you've got a crappy -39.8 APB2 (no Rom Engines, you're goofing around testing something else), with the -50 EAP, and the Disruptor proc...got your 92.15% increase going. The [Pen] takes you to 99.99%. Hell, you're still doing pretty good getting 7.84% from it, yeah?
Now say there's ~400 stacked on the target from other stuff and the group though...227.03% increase going on. You add in that [Pen] taking it to ~410...229.15% increase. It only gave you 2.12% that time.
Have seen increases that suggest ~520 stacked giving a 247.72% where going to ~530 would be 249.05%...1.33% or so.
So yeah, I should have definitely been a bit more clear about the loss of value with the stacked debuffs bit.

I've been using Advanced Fleet Antiproton Acc x 2/Dmg x 2. Is this a mistake then? Seemed the only decent Fleet store option for a pure PvE player like me.

So if I were going to construct a DHC, I would use Mk XII [Acc] [CrtH/D]x2 for PvE [Acc]x2 [CrtH/D] for PvP.

If your base crit chance is <50% you get the most out of [CrtD]x3 [Pen].
Also, [Acc] is the most overated and useless mod since DR - even in PvP you won't need it.

Crafting is like lottery - to get crtdx3 for really cheap - it mostly only costs time. These are quite expensive when bought on the exchange.
