Ground sets and boffs

  Yes they do. The passive ones are self implied, while the active ones they will use them once in a blue moon, and sometimes at the end of the battle where there isnt needed anymore.
  
  Only ability I havent seen ever been used by boffs was the instant remodulation from omega reputation sets (3 pc bonus skill). But the passive one its active on them and they use plenty the 2 pieces skils.

  Jem set is perfect example, I have it on many BOffs across 10 toons.. they shroud from it often

  Definately.
  
  Will he use it at a smart time? Nope XD.
  
  I find that with reputation sets etc, a boff will use a skill like the MACO shield capacitor as soon as they are hit, regardless of a single hit or continued pressure
