Cryptic, all of this monetization of in-game systems has gotten me to thinking that maybe it's time for you to monetize the forums and your facebook page, possibly even your arc page as well. Essentially, posting in a thread will cost 50-75 dilithium, depending on the length of the post. Posting new threads will cost 500 dilithium. Posting comments on facebook will cost us 25 dilithium and visiting arc news pages will cost 15 dilithium each time. I think those are pretty fair prices tbh.
I've got plenty of time and patience so I don't mind paying a little extra for these services.

This is totally fair. Package-deals could be offered in the Zen Store -- three post-tokens for 1500 zen.
For 5000 you get a deluxe post-token that removes grammar-fails, spelling-atrocities and 133+ Speak... formatting your post as if it were posted by a living breathing human being!
They have to have something to tie into the R&D system.
What about a new R&D school called "Social" (you know those other guys from Iceland have a social skills section in game).
Then we could craft lots and lots of junk Thumbs up tokens at levels 1-5... and Thumbs down at 6-10. At level 15 you can unlock the daily Daily UNban MK 12 Token... this can be upgraded to a MK 13 weekly unban token... and a MK 14 monthly. You can also upgrade it to gold rarity. Gold MK 13 will also unban for one month... a Gold 14 for 90 days. (Life time can come later to a Fleet holding R&D System unlock which you will have to have level 20 to craft)
We could also tie in Fleet creation... and the In game chat system to the Social R&D School.
Cause you know that you need to get 5 people together to form a fleet is getting really really hard. So how about we remove the ability to form fleets in game... and at level 5 social... if 5 people get together they can form a fleet. At level 10 this will drop to 3... and at level 15 you can form one man fleets if you wish.
For the Chat system... we can remove the ability to create private channels. Cause lets face it the game is littered with them. That should be tied to a Social R&D school unlock, also if they where to charge a minimal amount of D to join private channels it would really cut down on the rift raft. In order to sell this they really should expand it to the local zone chats as well. What a great way to remove the gold spam in ESD ect. Simply attach a D cost to join Zone chat everytime you warp in.

I like that idea unsilence tokens. Very nice. It would cut back on having to pay for GMs really as well.... cause they could also sell Silence tokens. I mean right now you have to get your entire friends list involved to get someone silenced. That seems like a lot of power to be giving us for free. Adding a D cost to /ignore in general would likely be a good idea. I mean Cryptic should fight for freedom of speech whenever they can, or at least attach a cost to deter censorship.
As for the GM respond I really do like this... we know they have the "Finish Now" code pretty much perfected in game now. NO chance that would add any new bugs or anything. I agree with you add a small D cost to post a ticket... and add a 20 HR post timer on all requests. This way they can add a finish now. They could then use the profits from this system to hire a GM.... Err I mean hire a second GM ya thats the ticket.
My initial thought on reading the OP's suggestion: this would prevent the poor from making suggestions that would benefit everyone, from the new player to the corporate shareholder--so I have to work with the assumption that this is a joke.
But, there is the essence of an idea here, implemented conversely it could yield some good solid suggestions for the game that would instead benefit everyone: specifically what I'm saying is that instead of charging people to post, we should PAY them for posted suggestions that generate a lot of attention and actually get implemented.
The reward paid to a given poster doesn't have to be huge, as the number of dill grinders show, people will really throw themselves into an opportunity to make even token zen.
However, I think I can still see where the OP is coming from on the plethora of nonproductive posts. there are far too many posts that go off-thread or devolve into yes-no-yes-no arguments.
The simplest solution that comes to mind for this isn't charging people to post, instead just give them the option to vote thumbs up or thumbs down on a given post, as is done on youtube, yahoo answers, and most popular online contribution sites. This would have the added advantages of giving a voice to the opinions of those that are un-inclined to post, to clarify to the dev managers what the players are most concerned about in game, and would provide quantifiable data to the devs themselves on what the customers want changed without having to sort through the sea of pointless postings.

Regarding your thumbs up, thumbs down suggestion, it has been requested a number of times in the past but Cryptic hasn't budged. However, I do like the idea but my fear is that it could be abused. What if 100 trolls create dummy accounts and vote you down just to troll you?

only problem with your idea is dilithium is an in game currency so unless you can figure out a way to post on the forums and facebook in game then your idea is going nowhere.

You have to think outside the dilithium box. Cryptic could create another currency, forum dosh. This could then be converted to Zen and eventually dilithium on the exchange. They make new currencies all of the time anyways so what's stopping them from making a forum one?
