  it's an R&D mat you get from Elite STF (aka: Elite PVE queues).

  It's used to craft Experimental versions of the technology upgrades.

  Specifically, you need two tokens of 'salvaged' technology to be able to craft a Superior Experimental Upgrade, once you're at LvL 15 in the school of tech you're wanting to use.
  
  The Superior Experimental Upgrade doubles your quality improvement chances when you try to upgrade the item, at an elevated cost for dilithium.

  Im at R&D tech level 3, I have one R&D doff, a sh!tload of crafting gases and minerals, and one salvaged technology. LETS GO!
