I don't use a torpedo bomber. I fly a palisade partigen torpedo dogfighter, and I'm often on the receiving end of viral torps. It doesn't ruin me, getting hit with them. Maintain enough speed, keep your buffs cycling, getting offlined for five seconds isn't crippling, counter or no counter. Stay out of firing arc, load up on placates, harden your shields, boost your defense score- there are lots of solutions to it.
The problem isn't the viral torp. It's when viral torp is coupled with all the intel bull****, and with all the other stuff which is broken or functioning oddly, that, collectively it becomes much stronger than it would be on its own.
But I guess if we're talking powers that completely no-sell so many options like viral torp does, how about you ban Hazard Emitters.

someone specced for disables can make viral last for something like 7-10 seconds, even with a not irrelevant number of inertials. Moments where you can't do anything to avoid getting killed, like rock and roll, rsp, tac team, epts, hazard, tss, immunity shield, feedback pulse to make them stop firing, APO to evade, Aux2Sif, Romulan Cloak. Nothing, you're as good as an NPC and you call it normal? If we consider the silly cooldown it has, You bet it's BS, worse than Intel.
Oh and when disabled, the ship does not work. No TT, no Quantum Bubble, everything stops. So the buffs you're cycling, most of them when disable hits they shut down even after the disable ends.
As gio said though, if you can't fly without it don't enter. Viral's staying banned, and so would be those who use it intentionally in the channel. Ofc if someone forgets to disable it before entering a match a few times it doesn't matter but, indeed, forgets.

I suppose you could adapt by making a total ZOMBIE Tank carrier with jam sensors or whatever LOL. But I prefer to actually attempt to contribute to the team so tanks were never my thing.
Personally I am working on my version of "NOOB TROLL" torp Faeht that will have all these fbp tards running backwards. I mean if you can't beat em then troll em:) Honestly I do feel stupid having to play this way but eh I pretty much came back to pvp expecting **** play instead of good quality fair competition. I know such a boat would be better in a tvaro but I don't want to rely on battle cloak to shoot from. Besides I set a personal best bo2 63k crit on a noob tvaro bomber the other day

I put 6 in inertial dampers while I used to put only 3 in it. But it's cool I have my own noob build in the works will take a few weeks to upgrade gear. I may just put it in my T5U Veteran Rommy ship since that now has 5 tact consoles and some extra tank to go with it :P Yeah I know I can't have viral torp but I won't be needing it with the build I am planning on running. I just have to decide on the exact layout of 7 torps or which ones to run a fore and rear on because of cooldowns. I did not plan on running projectile weapons doffs.
