Damage wise what's better on beam cruisers all [Crtd]x2[over] or all [crtd]x3 beams? Is it 2,5% [over] (if it's BO1 - 395%base damage+crtd) better than +20 Crtd?

Is this PvE or PvP? Cuz if it's PvP you're going to miss. And miss. And miss some more. PvP you need lots of accuracy. And luck. And a tribble. For luck.
If it's PvE? Crtd is where it's at. Since Crth is so easy to get now, you might as well run all [crtd]x3 beams. Even fed ships now can sit at ~20% crit easy, and NPCs do have SOME defense, just not a lot, and if you have at least 6 points in STS and the accurate trait, you should be ok. So just focus the crtd, and you're set.
It is said the best weapon is one that is never fired. I disagree. The best weapon is one you only have to fire... once.
As others have stated, all [CrtD] or all [CrtD] and [Pen]. You want procs that always are available, not just a 2.5% chance. Usually most toons have 10-20 critical chance, which is 4-8x more chance of CrtD than [Over]. DPS wise, you'll lose out with other procs. Pen helps to take down hulls so it's an okay addition.
Over/Rapid/etc are locked out by related procs, either the regular CDs, triggered CDs, or even the 5s CDs. They are cycle procs and not shot procs.
When you parse it, even without other Beam enhancements in play, it can leave you wondering if the proc chance isn't actually closer to 0.0025 than 0.025 with just how few of them there are. Hit up a SB24 in a low Weapon Power and tanky build, spending 45 minutes to an hour or more flying around...do it multiple times...and yeah, hrmm...personally, I think Over has a typo going for it.
A curious thing about it, mind you, is that the BO will happen on the next Beam regardless of whether the Beam has Over or not.
My testing was done with 4x Polaron [Over] and an Advanced Thoron...
Those 4x Arrays should have given me a 9.6% probability while broadsiding per cycle of getting a proc...but yeah, meh - can go through hundreds upon hundreds of cycles with only one or two procs.
As mentioned though for PvE folks will be looking at the CrtD/Pen and for PvP folks will be looking for that balance of hitting the target.
