Can't refine dil

HI On a couple of my characters, I'm unable to refine dilithium. At first, I thought I'd done it but just forgot but then changed to another character and I can't refine on it.

Has something changed? It used to be after midnight, could do another 8k. Has it changed to every 24 hours or something?

    hmm it's always been 24 hours. 7 pm eastern this time of year.

    For me at least it resets 00:00 GMT.

    It'd be the same time for me too. My characters who already had unrefined dilithium from yesterday now can't refine any today. My one character who didn't have any left from yesterday to refine can still refine newly acquired dilithium that they made today.
