There are a number of weapons in STO that are bound to a specific ship, like the Andorian phasers and the Galor weapon, Quad cannons, Wing Cannons etc.
Those weapons come with fixed modifiers which makes them in the end less desirable than other weapons. I'd like to be able to craft/modify these weapons if you have the corresponding ship so you have a chance of changing their modifiers. For example I like to use Andorian phasers. They are stock phasers just with a differen fx and they are gated behind a 2500 zen unlock and require dil and fleet marks to purchase from a starbase. In the end, however, I am better off either crafting regular phasers or buying them off the exchange - in addition I can't use an omni beam that fits a blue phaser loadout.
So, how about when you get the ship, crafting of those weapons is unlocked, so you aren't stuck with advanced fleet mods or [dmg]x4 and the like

That is what he suggested, though I think the additional level-gating you suggested is ridiculous.

Yeah, if you've already paid money for a ship (and if you have a Lockbox ship, someone injected real money into the system for that ship at some point) that should be all the unlock criteria you need. It shouldn't be required to cycle research projects for months or pay even more just to be able to bring something you've already bought up to spec.
Take it as think that you need certain experize to handle this exotic weaponry. And it will prevent flooding of market with these (if they will not be acount bound, which will be logical).
that level comed to my mind since at lvl 15 you get unlocked more crafting options + traits.
it can be lvl 5 too (and here you get realy fast - week max).
I'm sure plenty of people would love to be able to build a Experimental Romulan Plasma beam with something than more than just a bunch of crit or even a Omni version. I know I'd love a Omni version of new Polaron beam.
As I imagine it, those weapons will of course be character bound since lockbox ships aren't account unlocks. Only account unlocks would be z-store ships' weapons, like andorian phasers, quad and wing cannons etc. Spiral wave disruptors, however, needed to be character bound.
