Well, I notice the Pathfinder has a Secondary Deflector, but I also notice it doesn't DO anything for any of the science skills my characters have. Thus, I went looking on the exchange for them and didn't see any.
Is there a place I can get a different one? Can I craft them?
Sadly the only other secondary deflector I know of for sure is the secondary deflector that came with the Dyson Science Destroyer anniversary ship. That ship can only be purchased with lobi currently.
There could be others available else where try the dilithium store. I have not seen any secondary crafting recipe on my crafting chars.
As of now, there are only 2 secondary deflectors available in-game:
The Deteriorating one, which you should already have, and the Solanae one which comes on the DSD. We're still waiting on Cryptic to actually fully implement the system.
Oh and just in case you may decide to buy a DSD from the lobi store or the exchange, don't. Both deflectors affect draining abilities so neither of them would be helpful to you unless you changes some skills around.

I think the fact that, of the three T6 science ships released all three now have secondary deflectors, is a positive sign that these things are coming.
Since there are only two in the game at the moment (the crappy one and the DSD one), I'd guess we'd see them added to the Science crafting school once all ships get them... assuming all ships get them, LOL.
Well OP, the sad state is that there are only 2 Secondary Deflectors out there.
The Solanae Secondary Deflector
The Default Secondary Deflector that ships come with that have that slot.
The DSD ships came out exactly 1 year ago, and we have yet to see any new Secondary Deflectors that cater to different Science focus. Because both the Default and Solanae Secondary Deflectors benefit the same exact abilities.

Yeah and that's a big *IF*. So far they kept promising and pushing them back then promising and pushing them back...this point I have my doubts if we're ever going to see them. They've made it clear they don't care a whole lot about Science.
The game panders to Escorts and Cruisers...FAW spam...Sci just isn't built for that...which most people don't seem to understand and yet ask for 4 tac consoles on Sci ships...but that isn't really here nor there.
Anyways...the way they just keep putting it off and putting it off doesn't give me a lot of faith that we'll ever see anything come out of it...I mean of all new features added to ships we never had to wait this long for flanking and cruiser commands...and before someone says *oh that are just passives or abilities and not items* well we didn't see a year or more long delay for warp cores did we?

I believe that They are having a problem with coding the Secondary Deflectors.
No proof, just a hunch.
They are probably trying to figure out how to fit it in with Their new Specialization Tree.
Again no proof, just seems to be the obvious answer.
Otherwise They probably would have released one with a bit more punch by now.

Perhaps...or it could be the fact Science just isn't as profitable as PEW PEW and they keep putting it on the back burners...that and well I personally think they could be having a hard time coming up with powers. I mean it only took them what...a few lock boxes to abandon the new power consoles and go back to cross faction ones.

If you really want a sci ship with 4 Tac consoles, one of the three Vesta variants has four. Even flying that ship though, I have still set up mainly for crowd control as opposed to DPS.

And I love those abilities, well, maybe not tachyon beam since DR reduced it to complete garbage.
And that's fine. I've come up with builds to make use of those benefits, both the default Secondary as well as Solanae Secondary Deflectors.
The issue is that there is nothing to cater to the other styles of Science play, nor make ones that are currently irrelevant to usefulness.
What if there was a Secondary Deflector to make abilities based on Subspace Decompiler and such good again?
What about for Graviton Gen based Secondary Deflector?
Or one that makes Countermeasures and Sensors better?
Or simply a good Secondary Deflector for defense like boosting shield related sci skillboxes and inertial dampeners?
There's lots of things that could be done, lots of things to possibly make other irrelevant SCI skills relevant again with these things, but absolutely nothing has been done for over a year now.

I don't care about the tac consoles...and I own the Vesta set...just seen people complaining about how the Dauntless is so good because it has so many Tac boff slots and the Pathfinder sucks because it only have 2 tac cosnoles.
It to me makes no sense...if you to raw DPS in a Science ship then you're doing it wrong. Science ships aren't built for raw DPS...they lack the weapon slots and in most cases have little to no weapon power boosts.
But that's all people know is raw DPS...it's also by far the easiest thing to do in game when you spam FAW...so people fail at Science because it takes some skill, know how, and more than just dumping in a bunch of tac consoles and spamming FAW all over.

Thumbs up! Glad someone knows what a science ship is for.

Really? I thought this was the winter event not the 5th anniversary. I must have been in a coma for a few months.

Configuring your captain for a science ship IS DIFFERENT:
(1) choose your Commander "Science" skill (Gravity Well / Tyken's Rift / Etc )
(2) Adjust your captain skills for appropriate
(3) groom your ship accordingly.
I'm just getting back into this since the Science Nerf of Season 2, but maybe some Science jocks can show some uses for the deflector benefits.
Thumbs up! Glad someone knows what a science ship is for.
