with the right build, including OSS3, should be able to out DPS the scimitar, just like most of the rest of the intel ships can

HY X goes into 30 global cooldown, as does the skill
Both are launched at the same time (hopefully)
OR One is launched, then the other with a 1 sec delay (global torp cooldown)

if i got AtB cooling down HY3, it sounds more then possible that you will find your HY3 uptime reduced because of a HY1 that triggers.
torps and HY torps aren't spam weapons anyway, i don't see how throwing an extra HY1 at someones shields is at all helpful.

Well, that's why it's better with a vape build. One with the bio and the neutronic torp up front and maybe a DBB for overload, or maybe just the version with all that exotic damage TRIBBLE.
Again, how is it TRIBBLE with your HY3 uptime? The skill triggers the moment you activate HY3 and thus wouldn't affect anything.

I can't see what this ship is trying to do. It has a lt tac station, but 4 tac consoles... it has a ltcmdr uni that can be used for tac, but ensign+commander engineering is a set up I never liked.
Though about a healing platform, but those 4 tac consoles get in the mid of it, can load only three shield emitters. It has 5/3 layout, but a LOL turn rate of 6 making it pointless. Intel seating, well, who cares it's not like you're doing something with the ship.

If neutronic wouldn't function like it does that it kills player when player has shield facing in yellow/red/0, 99.9% people wouldn't use neutronic spread or torpedoes at all. I can guarantee that.
Before neutronic, only people I saw using torps were cloaked torp'varo spread spammers.
I myself wasn't killed by heavy single HY in PvP since forever(maybe never), which doesn't mean that I didn't do it to others and to myself lol.

it has LTC intel/sci and 5 fore weapons, which means OSS3 or even OSS2+SS1, tac LT+LTC with cmdr+ens ENG. If you can't see damage potential there, then i don't know what to say. People fly cruisers with way less potential since always.
You can also set it up in full tank/heal mode with dual LTC SCI + cmdr+ens ENG, with Tac LT as , let's say TT+APD buff dealer.

This ship in fact exactly what I was searching for as replacement for my KDF corsair healer. You can run exactly the same build supplemented with an intel LTC ability (or get intel team 1 and upgrade the other sci heals).

Meh, it's like many ships - they're not all going to be necessarily equal to the given task at hand. It may be a case of a player's style of play where it doesn't quite work out for them. Not everything is going to be an upgrade for everybody sort of thing.
It's kind of funny looking at the ship though, and some of the funny potential kills one might be able to pull off with it if they survived long enough to do it. Cause if you use that LCdr Intel/Sci just for Intel - you could work some OSS1, IT1, SS1 in - break out a Subspace Jump to land behind them after they're stuck in the Ionic, not have to worry about Accuracy as much - perhaps even have built some Accuracy up through traits and the rest, so that you just unload into their aft with some Space Flanking Crit galore against that debuffed target. Depending on how the actual trait works, could even work in some HY2/HY1 into that mix. Work in an Isokinetic Cannon too, eh?
If one wanted to run some broken stuff, they could work in the EAP for additional debuffs - maybe slot the Corrosive Torp/Mine aft to work in some 5s CD reduction off EPtS and ST, eh? Work that in with the Reciprocity reduction for 2x Tac and 3x Intel abilities.
But it would be a case of surviving and being able to get into position for that, eh?
Then again, from a PVE bouncing around having fun angle - it could be a trip to slot the various Elachi consoles - 3pc them and all.
Cause you'd have your two hangars, you'd have the Control and Support craft from the Monbosh console, the Assault Craft from the Sheshar console, and the Assault Craft would have the Crescent Wave Cannon from the S'golth console. Heh, run a Varanus Platform - do it with a Sci to drop out Photonic Fleet and don't forget the Nimbus Call...
...name the ship Traffic Jam. :P

Gives up a bit of impulse mod there with the turn, as far as being able to keep with your folks - better folks would be able to keep with you though, eh? Not run to the four corners of the map to chase butterflies, lol...

The Elachi dread trait is apparently 'whenever you activate HYT it adds a HYT1 that applies on the next attack after your HYT fires/30 seconds.
While HYT isn't astounding, it does seem pretty interesting. Just wish it applied to spread too.
I have the feeling that this is one of the "subtle" balancing mechanics - HYT is practically underpowered compared to TS these days (or so is my impression), and so they invent either DOFFs or Traits that boost subpar powers.

Drunk mentioned the ship splits so it will probably get a turn boost. Also, and more importantly, it gets access to OSS3 + DEM3 with 5 forward weapons. :eek:
It may not be the best for pvp but those 125k ISA records will soon be broken.

Meh, it's like many ships - they're not all going to be necessarily equal to the given task at hand. It may be a case of a player's style of play where it doesn't quite work out for them. Not everything is going to be an upgrade for everybody sort of thing.
