It doesn't grant credit only when people kill it too fast by showing up at the event, waiting at the plaza for the Snorg Queen to spawn and then completely blast her to death with the Snowblower.
So, either Cryptic buffs the Queen up or nerfs the blower down.
Or maybe, ya know, people could NOT be tremendous butts and wait a single minute (That's 60 seconds, everyone! 60!) for the Ginger General to finish his speech and then proceed to blow her apart, so the glitch would not occur and everyone else who was defending can get a hit in edge wise.
But, ya know, sure, Cryptic can try to fix this. Because I see in every thread someone asking they toughen up the enemy and make us captains as tough as Tribbles.

I think the bug is random and has nothing to do with user input
I think the thing with the queen is a myth, I've had runs where the queen died in 2 seconds and we got credit, runs where the queen wasn't killed before the timer ran out and got credit, runs where I only showed up at wave 5 and got credit
other times where I participated fully and got nothing

Then you have been lucky. Others have not. I've been in there several times, from the opening announcement to the expiry of the final timer, hammering away with everything I've got (which is actually a fair bit), only to get nothing at the end of it.
I'm seeing snowborg go down in droves before me, but the code behind the event isn't, because there is buggy event handling in there somewhere. Where, I can't say, not having access to Cryptic's source code. But there is quite definitely a bug, and a large number of people have been affected by it, even if you haven't.

I have 23 successful runs logged and far less failed runs than that.

Have to agree, I've tried this I've killed a single snorg and ran to the center, I got credit because even though the queen took several minutes to load with the waves going to 10, I still killed a single snowman which means it counted my participation. ( I did this by accident btw because it kept saying defend the fortress so I thought the waves were over so I ran to the fortress and waited thinking she would appear but had to wait for wave 10 ).

I have played Tides of Ice on all my 6 toons. Mostly 2 or 3 times with the exception of the toon that has done it 10 times. I think I only had one instance where I did not get any credit, but I did show up after the 2nd wave ended. Anywaste... I mostly do it to collect the holiday trinkets.

I did it 30 times over 3 characters (mainly for the accolades) and never missed out on a credit for doing it once.
some times I was not there at the start but always there for the finish, a few times I seemed to get on an instance that runs it early and was able to change instance and finish the one that does it at the normal time on the hour and was able to double up on the credits.
the easiest way to check to see you got the credit is to check your accolade for it.

click on the accolade to see how many times you have been credited.

I can't think of any place I'd rather be or any people I'd rather be with.
I would say there is a bug (based on my experiences of course). I have run the thing around 15 times now on three separate characters. As someone previously mentioned I have shown up halfway through and still got he completion bonus at least, other times I have fought hard from the beginning and I see allot of people at the end stood around (myself included) waiting for a reward that never comes.

Happened to me a few times. As much as people like to fall for the blame the victim fallacy of 'it worked for me, clearly you're doing something wrong,' it is going to be addressed in the next patch notes.
Just don't leave the stage immediately after killing the Snorg clown. Dance a bit, peek into ladies skirts to see the color of their underwear etc. You got the point.

Literally JUST finished this... got rewards for waves 1-3, then nothing until queen arrived. We took her down fast enough that we had to wait for the timer to finish and I got barely any reward...
