  You should be looking for Energy Weapons Officers named Coadia (KDF) or Doptid (FED).

  I've received the Aegis DOff from the R&D assignment at the Academy, but it bound on pick-up. So... luck?

  I believe that the R&D assignment can give a doff on Critical Success (going from what I have heard, have not actually run the assignment myself yet).

  yeah he's about that. that might be why the beam arrays are so dang expensive between mats and him, a crafter is in deep

  Well Doptid is a Common R&D Doff so I wouldnt call that unlucky. 12 million EC for a common Doff is quite profit
