I was underwhelmed. It's basically a Type 1 material with a different base color and somewhat higher specular. Fantastic ~_~
If this was supposed to make Upgraded ship visually looking a tier above Fleet ships, this failed. The Type 7 material does that much better (would've loved to get that on my T5U Fleet Luna, but noo~ooooo).

It has a colored deflector, instead o the ugly blue deflector. Even if it was a 100 % copy of the Type 1, Type 3 or Type 4 material, that would make it worth having.

I was underwhelmed myself. It isn't terrible mind you, as it looks good on my Gal-X and Nebula, for no other reason than it has the 'Great Eye' deflector. To me, a Galaxy or any variant of its parts just doesn't look right without it.
Most other ships it doesn't look that good on to me.
Dysons and Obelisk also get a dark purple tone, but still with the reflective element of the standard Dyson and Obelisk skins. Looks pretty good with a white pattern against the dark hull.
Tal Shiar get a lighter reflective gray color.
Voth gets a dark reflective gray color that is almost black in space. Pretty neat as well.
Tholians get a subdued gray color, but all the lit "windows" are changed to red. Kind of interesting, though the blue impulse bits at the rear don't change color; clashing with the rest of the skin.
Fed Temporals get a fugly reflective gray skin with highly visible spot clusters.
Romulan and Klignon ships on the other hand look AMMAAAAZZING!!! Romulan ships get like an Emerald green, my Scimitar looks like it's made out of the City of OZ

Im highly disappointed by this.
Its nothing but a type1 or type 2 material thats made a bit darker and a bit more shine on it.
I would have expected MORE... just like... a whole new look (which it apparently does not grant)
It's available to every ship (at least, I think so), even lockbox ships that always get the shaft in.... well, everything related to customization that isn't color patterns.
I'm pretty happy with the new materials overall. Though was, too, surprised the lockbox ships had new skins. I'm particularly happy with the Breen one - especially with the possibility of getting the sarr theln during the winter event (possible), as that'll be the closest thing to a PK Command Carrier I can get, visually speaking.

Oh! It is also available to lockbox ships? Whoa! I didn't see that coming!

Put the new material on my Odyssey class today, it looks fantastic! I've never been a huge fan of the stark black and white of the 2409 ships, so being able to fly mine in a nice shade of battleship grey with pale blue line details was pretty cool.

This character is why I don't play my Romulan any more. Tovan Khev is NOT my BFF! Get him off my bridge!
The Jem'Hadar Dreadnought looks neat... but I prefer the additional ship material you unlock for having all the Jem'Hadar ships. The nacelles look too blue to me, I guess?
I do love the Romulan ship material, as someone said it does look like your ship is from the emerald city of oz.
I use the upgraded material on my Steamrunner as well, and I think it looks pretty slick without appearing too gimmicky (like the Veteran ship material).
On my Tal Shiar ships, they look... similar to the Romulan skin. They look metallic green, which I think clashes with the dark metal look I preferred like the Narada.
The only other ship I upgraded was my Odyssey, and while it doesn't look bad... I prefer my Veteran ship skin because it offers the only paint job on the nacelles that doesn't cover up the ship name and registry on the far aft.
