Instead of a Fed team and a Klink team, why not make Kerrat simply "red team/blue team?"
That way Feds can fight Feds, Klinks can fight Klinks, and everyone can kill each other in unending, joyful glee? Plus it'd be a lot easier to keep the numbers balanced. One guy shows up in the instance, he's on the red team. Another guy shows up and he's put on blue, creating immediate potential for conflict. No more zones full of blues with nothing to shoot.
Ker'rat, like all other instances/missions is set at a specific point in time. It's not "current" time - it's "replay" time. So there's little sense in changing Ker'rat in that regard - and - outside of private games, it's like the only place other than whatever the Ground version is where faction kind of matters.
With the "wargame" nature of Arena and CnH already, adding a "wargame" zone might seem redundant from a PvP angle; but the the thing to keep in mind is it is a PvPvE angle and not a PvP angle. So it might have room...if there was the population to support it.
There's also the connected rather than integrated PvPvE experience Geko had talked about in the past...the "lol, a turret?" discussion...which in of itself could be something to bring the PvP and PvE folks together, eh? Also even work some Ground/Space crossover action...
Imagine four maps.
PvP Space
PvE Ground
PvP Ground
PvE Space
Things done in the PvP Space map affect the PvE Ground map and vice versa.
Things done in the PvE Space map affect the PvP Ground map and vice versa.
Heck, could take it a step further - and - even have them interact in other ways.
PvP Space provides X to PvP Ground, Y to PvE Space, Z to PvE Ground.
PvP Ground provides A to PvP Space, B to PvE Ground, Z to PvE Space.
And so forth...
...so you've got folks potentially looking at trying to do both PvP and PvE as well as Ground and Space - or - at least trying to make friends get along with folks from other areas of the game than what they may primarily play themselves.
They should simply revert Kerrat back to when it was possible to change teams. Sucks for respawn, but at least it allows players to self-balance the zone without switching to a character of the other faction/allied faction.

what about n'val? vak? something over in klink space pvp space warzone every reset your randomly thrown around so one reset you have a person on your side friendly/non hostile whatever you wana call it and that could be a fed or kdf next reset that same person could be hostile against you so on every reset mixed everyone up to dfferent sides of all factions well it did like um a few years ago dont really know since then but its prety much what your after if its still possible now i dunno on that you'd need to check it out

This would be awesome. You could have 2 teams with 2 different respawn areas
One could be kdf / mirror fed
and then Fed / kdf/rom alliance....
I'd also introduce safe zones so you cannot spawn kill (its lame and cheap)
So maybe on both sides you have a starbase with turrets (invincible and very powerfull, like 10x the damage and power that you see in C&H base and turrets.) Or even have a few ships that patrol around the starbase that are pretty powerfull.

There is no such thing as spawn killing in Ker'rat they fixed it ages ago so it cant happen...
