I think the idea of holdings was to circumvent this exact thing. Given that starbase tier costs progress exponentially, the requirements for T6 would make crafting, the upgrade system, and specialization leveling combined look like a small mercy.
Yeah it will be a holding, not a new Fleet Tier, not sure what it will be, we've already got a spire in the Dyson sphere, I doubt they'll give us another as that would just be boring. Maybe an asteroid base like the Talaxians had, or perhaps our own planet rich with dilithium and other rare mats.
I'd personally love a Cooperative fleet holding, where you lend support to the Borg Cooperative and your fleet gets their own facility to assist and trade with them.
Likely some new Spire in the Jenolian Sphere. Except flavored for Intel and any future Specialization and their corresponding Specialized ships. For example:
Tier 1 - Intel and whatever new Specialization or two they come up with. Let's say "Fleet Command" and "Strategist" (a "super" Tac Spec).
Tier 2 - The next two or three Specializations. Let's say "Ace" (Ace Combat Trek; at the expense of defense; Raider/Escort/Destroyer-oriented), "Fortress" (nigh unsinkable but at the expense of mobility; Cruiser/Battleship/Battlecruiser-oriented), and "HazOp" (maximum Exotic and Debuff potential at the expense of firepower; Sci-oriented).
Tier 3 - Another two to three Specializations. And you get the idea by now.

Probably a safe bet on timing.
Those would be fun holdings. So would the Borg cooperative one. Especially if the new costume from it was the exposed spine Borg skin.
Theres already a fleet shipyard. Its part of the starbases holding. Im leaning towards a fleet colony.
If you mean the T6 fleet ships... when they absolutly positively are not ready and they get bugged out appropriately and not a moment sooner.
Currently they are too polished to go live.
