So, can anyone provide some numbers for the isokinetic cannon (delta wepons 3pc) or even what it does? And the delta t5 rep power? I know it takes well over a mlnth to max a rep, but some tribble testers may have achieved them. Can they provide information, please?

I don't have stats but I used it on tribble. I charges for a second and unleashes a fast blob of blue energy at the target....its pretty cool. it does damage.

Interesting, so is the damage boosted by consoles? What energy type is it? And the cooldown?

Kinetic, goes straight to the hull, 1 min cooldown, about 75k on a crit (at least what I saw)...but you have to run a polaron build to use it. Considering how far polaron is behind other weapon types...I'd say that the ability merely makes polaron weapons a viable alternative for pve.
I beg to differ... polaron/proton is a nice combo, both for PvE as for PvP (if you spec for it), it works rather nice for my sci toon :-) granted, the innate polaron proc isn't very interresiting if you don't spec in flow caps...

Protonic polaron is excellent, if you've got enough crit, and are science. This should replace that worthless refracting tetryon beam nicely.

Protonic Polaron fist bump.

Scales off particle generators and goes through shields, tooltip in my set says it does 10k on my sorta science ship. one minute cooldown, so better than some other 3 set powers. yet to get the third piece so I cant say how it works in practice though but it seems to fit in well with a science bleed build (which isn't exactly meta on advanced and definitely not on elite)
Sadly, this set uses Thoron-Infused Polaron, which lack the regular Polaron proc, and their new proc is of questionable value.
You kidding? Thoron-Polaron has the radiation damage proc, and the placate is wonderful for low-durability high-ROF ships. Outside of pure-damage builds, this has to be one of the best procs.
