Need help with Phantom only 7,000 dps

I just changed from a Fleet Advanced Escort T5-U to the Phantom Escort and my Dps has dropped big time and I'm not sure what the problem is , unless it's because I'm using basically just intel abilities and no weapon abilities. Here's my current build and if anyone can tell me where I have went wrong and help me get this ship's dps where it should be would be great.

Note one console I am using is not listed so I put in Bionerual Circuits. The Console I actually have there is the Bio-Gel Pack.

The Torpedo I am using was also not listed , The Torpedo I am actually using is the Neutronic Torpedo Launcher

power levels are

Weapons 125/100
Shields 81/55
Engines 60/25
Aux 50/20

Doffs
Purple Conn - Recharge Time to Tactical Team reduced

Purple Borg Projectile Officer - Chance to reduce recharge time for Torpedo's

Purple Conn - Reduce recharge time to Attack patterns Alpha, Beta and Omega

Purple - Damage Control - Chance to reduce recharge time to emergency power to subsystem abilities

Purple Systems Engineer ( Marion )- Reduces weapon Subsystem Energy drain while using Directed Energy Modulation

Purple Development Lab Scientist - Recharge time reduced for Science Team


Haven't been able to upgrade my weapons etc as I am just getting back into the game and don't have the Ec's or Dil for it yet and haven't go past level 8 on any R&D school yet. Should I not be using so many Intel Boff abilities or am I using the wrong ones.

    Look into getting the Undine deflector and the Rom engine from the reps....get the Maco shield from the Borg rep

    I would mix in some tactical abilities in your CDR Tac spot instead of going all Intel...Cannon Rapid Fire or Cannon spread.
    Move the phaser lance or get rid of it...go five tac consoles

    Some people are finding that their Fleet AP DHCs particularly are amongst the weapons being hit by the Surgical Strikes bug. First thing I'd check is whether your weapons are turning into Phasers when activating SS. I do this via tooltips in orbital space. I guess that this would have shown up in your parse? Dunno, but worth a quick check.

    And might this be one of those times where you're getting lower DPS numbers because you're killing targets quicker (with SS), rather than dealing (healed, thus useless) damage all over the place? Maybe try timing how quickly you clear fairly standard missions (eg SB234 or Carraya) with both different ships/builds?

    Escorts aren't really my bag, so that's all that occurred to me - best of luck.

    The surgical strike bug seems like it might be it, it's changing all my Ap weapons (cannons, turret, and Ancient AP Omni Beam array ) to phasers and it drops the tooltip dps for my cannons from 1,619 to 1,004, pretty good drop there.

    Cool - glad you got it figured out. The bug is one of those that we know is actively being worked on, and I'd add your info to the relevant bug thread if I were you. Might get it sorted a bit quicker for you.:)

    Anyway, you might get more DPS by utilizing a more traditional build and using the Intel skills to supliment them.

    2x CSV, Beta 3/Omega 3, etc. Maybe mix and match, but keep those potent skills in place and tack on the Intel skills you find useful (Override for the bonus power levels for example).

    Probably the best idea until SS gets patched. Just swapping out SS1 and 2 with CRF2 and 3 should put you back on track.
