Ok, welcome Folks.
As a old sci guy i tried, for my first time, to build an escort, more exactly an phantom intel escort, because i liked the design and the intel abilitys.
This is what i have come up with:

Here i post again what i think this ship should do as i builded it now:
Your alpha will be devastating, buffing sequence:
BO3 - APA - Tactiacal Fleet - TT - APB - Override Subsystem Safetys -
Subspace Beacon - Decloak - Fire on my mark -Heavy phaser lance - Expose Vulnerablitiys: Defense - Fire the Bo3 - Active Surgical Strikes - Fire onto your enemy until you pass him - reaktivate subspace Beacon - Fire again onto your enemy until you pass him.
Most enemys will die somewhere in that rotation, mostly soon after the heavy Phaser lance (She might onehit them if she crits).
After your initial strike you still have many features to survive and fight your enemy:
Defense Tools:
1.A RSP with maximum Duration.
2. All three teams on global CD (ENG and SCI due to doffs, TAC due to doff+ Starship trait)
3.Hazard Emitters II against hazard Debuffs.
4.TSS and EPTS to hold your shield hardness up
5.ADAPT shield for further hardness
6.Borg 2 Piece for increased hull survability
7.More Heals due to desperate Repair
8.Getting healed once every 20sek (due to crit by your reputation -you always crit with surgical strikes)
9.remove a debuff all times either surgical strikes or BO get activated.
10.APO Breaks CC like tractor Beams
11.Activating an attack pattern gives you temporary hitpoints.
12.Rock and Roll makes you almost untargetable, cycle with Evasive Maneuver
13.Immense Powerlevels on shields, engines and aux make you hard to kill as your defense, shieldhardness and reneneration and the power of your heals are increasing + the defense nukara reputation
14.Momentum makes you stronger the longer you fight
15.Plasmonic Leech reduces enemys weapon power and therefore his damage
Offensive Captabilitys
1. Very high crits due to crtd buffs
2.40%CrtH buff due to Surgical Strikes
3.Having Weapon Power extremly high due to override subsystem safetys and plasmonic leech increases your damage enourmous
4.AMP Warpcore gives lots of bonus damage because all your Powers are over 75 due to plasmonic leech and override subsystem safetys
5.The omega weapon amplifier makes weapon drain a joke
6.Your phaser damage is enourmous due to 5 damage consoles+the undine 2 piece
7.The nukara offense reputation transforms your high aux into even more damage.
8.Your heavy phaser lance will deal enourmous amounts of damage and if it crits it might even one-hit your enemys
9.Intense Focus makes you stronger the longer you fight
General notes: Your tac and int ablilitys will be mostly available due to your ships ship mastery, so be care when you can activate wich of them.
NOTE: For PvP you might want to change ATP Beta to Delta due to the tac team circle everyone has there.
However, because i am new to escorts, i am pretty sure that there are a lot of things i have done wrong, and i would be very glad if i could get some advice what i could improve about my build.

The idea i want to go for is to maintain high speed as much as possible.
Also, if you are even a somewhat decent pilot the need for the beacon is rare and just a waste, because you can just time your attack much more effectly if you do one single run at the target and then if you must just circle back in less than a second.
Otherwise the build is not bad, but I can't shake the felling that it is to middle of the way to be a vaper or an effective persistent escort, either go full out or bust nowadays.
And yea, EptE may be good working if you are used to escorts, for me those over 100 engines with evasive maneuvers and deuterium surplus + apo and the subspace beacon where enough to come out of most dangerous places and i feel i could not handle more speed.
And yea, i tried to combine a good vape due to the super strong Heavy Phaser lance with a lot of crits +BO3 with all the damage boosts with decent staying power and high preasure damage and i dont see why this should not work out - please explain. For my first try with the escort (im still far from reaching my final build) it seem to work out quite well.
