If a ship has a universal bridge officer slot, why can't Intelligence boffs use their powers in it?
because they are only universal to the standard Tac/sci/eng careers. intelligence powers arent class specific, so they had to set them up differently so they dont work in uni slots. Intel pwoers are only supposed to work in intel hybrid seats.

This.
Also they want you to buy new ships to play around with the new powers. If uni slots could use intel powers, then the appeal of the new ships would be greatly diminished. They wouldn't profit as much as people would just use their old ships. It kind of sucks, but that's how it is.
Because Cryptic's definition of "universal" and the actual definition of "universal" are two entirely different things. As is their definition of "infinity" and the rest of the world's definition of "infinity."
Nitpicking is a time-honored tradition of science fiction. Asking your readers not to worry about the "little things" is like asking a dog not to sniff at people's crotches. If there's something that appears to violate natural laws, then you can expect someone's going to point it out. That's just the way things are.
So the 700 ZEN I just paid for my main ship upgrade is pointless, because I cannot utilize an Intel officer unless I buy a brand new ship?!
Not useless, but it doesn't get you a hybrid slot either. The t6 ships are good, but for example the highest damage non romulan ship in the game is a xindi narcenne carrier, which is t5u, not t6. So, not useless.
Universal refers only to the profession of the officer (eng, sci, TAC). But intelligence is a specialization. Currently the only one but they will release more. To use a specialization you need a hybrid seat. The current t6 ships have one or two hybrid intelligence seats, so they are the only option.
But your intelligence officer still has access to all of their usual powers like any other boff of their profession, so you can still use them. Most intelligence officers also have space traits that make your ship work better.
Fyi, when new specializations become available the intelligence ships won't be able to use them.
