How about a moderated suggestion forum, heck make it prescreened by community moderator's or such (I'd be glad to help)
That lets you suggest good ideas to help bring more people and help the community.
It could be vetted of course
and that way ideas wouldn't be all over the place.
and there could be a list at the top of the forum (not at this time) that could say 'NOT at this time' and a list of suggestions' that may happen in the future at this point. I.E. Already suggested so people could look at first before posting.

Yeah, good idea on paper, not so much implemented.
