Defelector Officer/R&D problem, please help.

So I decided to start crafting science consoles as my R&D path. I needed deflector officers in order to craft , so i bought some off the exchange, I can see them in my roster, but can't put them on active space duty, and they don't appear in the crafting UI either, any ideas what's going on?

    There's a radio button toggle at the bottom of the Exchange UI, that lets you only see usable items. When you're in the market for doffs, you really, really want to have that filter set.
