In fact the shield penetration doff for it works a lot better now, as previusly the duration of the debuff was too short to properly exploit without compensating for the weapon power drain.
Sorry, so Beam Overload requires you to be very close and strip away damage resistance in order to work now? Can someone comprehensibly explain the mechanic as the wiki doesn't have any of that?

What's your Power Transfer Rate: 100%?
Increase EPS levels and see if that helps you out.
I'm not sure but I think critical hits only work against hull (and armor in ground).
I've been wanting to do a full research on this for a while now. Might be worth investigating.
