Before I begin, as a former business owner, I want to say I understand your need to make money. You are corporation with bills to pay, taxes, royalties owed, payroll, and shareholders to please.
That being said, here are my gripes with the expansion with some constructive (not outrageous) methods of changing the problems I see.
In my humble opinion, I feel this expansion Delta Rising (or is it Delta Arising) is a thinly veiled exercise in squeezing more money out of the player base. I see it as a huge tax increase. I live in Cook County, Illinois so I know all about huge tax increases.
The equipment upgrade system is innovative, but it is way too expensive in terms of Dil to be useful. The free upgrade packs should come with some type of Dil mitigation component. The system to create upgrade packages has been neutered in a sense due to the reduction of collectible resources on each map. When I started you could get 5 resources per map, after the latest change to the crafting system, that number was reduced to 2. Now in the Delta expansion you can only find one resource on the map. The only reason I can see for this change is to force players to spend Dil or Zen to purchase the resources they need to craft. You need to put the resource count back to at least two resources per map or I think crafting will be abandoned by a large group of players. I understand it is a trade off, but you should think about the small things that will keep players happy.
The 700 zen cost to upgrade ships purchased from the c-store is a slap in the face for people who already paid 2500 zen for the ship in the first place. I know I have spent at least 10000+ zen on ships. Now I have to pay at least 3500 zen to upgrade these ships (Fed Dreadnought, all three Vesta class and the Scimitar). This is another tax. Now the overall cost for those ships is 3200 zen each. Had I known of the T6 tax that would be imposed on older ZEN ships, I would not have purchased the Scimitar last month. It would be nice if you offered one or more free account bound upgrade tokens to gold/lifetime members; perhaps as veteran rewards. The extra cost makes the old ships cost more than the new t6 ships offered, which segue ways into...
The 3000 zen price for new t6 intelligence is another tax increase. Why make these ships 3000 zen instead of the 2500 zen all previous zen ships costs? I think you should offer them either at 2500 zen to make them more attractive to purchase or 3200 zen to bring them in-line with token upgraded ships.
Why does the fed faction get 4 ships? Rom and Klink only get two. I don't understand why the Dauntless isn't available to all factions. I understand that in the episode it was a trap for Voyager and it is somewhat modeled on Fed technology, but due to the nature of its arrival in the Star Trek cannon, I do not see why all factions cannot get access. If this a Paramount decision, please us know and offer us a similar ship. Perhaps you could create a competition to find new and unique designs.
Also, Delta (A)Rising Expansion not withstanding, it would be nice if you fixed the hundreds of older bugs still plaguing the game before rolling the next major content patch. The one nice thing about WoW is that they had managed to stamp out almost all of the bugs players encountered. I think players would find the game more enjoyable if they didn't come across strange problems all the time
I finally abandoned WoW to started to play STO on a regular basis. I hate to use WoW as a comparison, but it is the game that I know the best.
I have seen almost every episode, movie and web production. I played Star Fleet battles for years and I was in the process of creating a beer and pretzels board game based on Star Trek space combat (before we discovered the Paramount licensing and merchandising costs). My company published a product for SFB created by Ron Mulder. The new Abram verse movies followed by the Prelude to Axanar story really re-ignited my passion for Star Trek.
I am a lifetime member from way back in the beta days (1710+ day vet). I have enjoyed the game since day one, I was impressed with the improvements and growth over the past four years. You have done a superb job pumping up a mediocre launch into a product that is an industry leading MMO. Competitors like WoW could learn from you to improve their flagging property.

I love the content when it works, and i am patient about that.
The only thing they dropped the ball big time on is the upgrades.
The way they could have made much more money, and many people happy is easier than they think. All T5 paid for C-store ships should get a free upgrade. This makes the people who have paid you already happy and makes them more willing to spend on the next option as well.
All T5 mirror ships should be upgradeable just like some are now. But at cost! 500-1000(they still will be 2 console short) would have been fine with most if they could keep the ship they have come to love and play end game. This would make people that have not bought many ships and are now stuck with a 2700-3000-3200 insert zen message another option.
This i think would bring in a lot more cash from people who you are currently thumbing your nose at while saying... its free to play some things.
They need to understand.... We will buy things if we feel like we are not being crapped on after we do. Long term you shot yourself in the foot when you could have got a bullseye.
I encourage anyone with a valid gripe to post here as long as they don't engage in flaming or trolling
Gripes should be accompanied with a proposed realistic fix.
Problem with PVE, PVP, encounter difficulty or missing features. Let hear you speak.

Um if you're referring to my previous post and that it wasn't valid because I didn't really say any more than the fact that I was agreeing with you then I wont bother posting my thoughts.
As for my "valid" gripes and proposals Ive already done them on other threads. Most centred around PvE.
Dilithium was too easy to get before, that it practically rained dilithium with no effort at all.
What if this is how it is supposed to be, and the old system you are clinging to was the wrong one.
What if this easy free dilithium was actually hurting the people who pay the most to play the game by reducing the value of Zen?
What then?
doesn't that in turn hurt the fan base though? If you're proposing what I think you are. Then by saying that the old system hurt the paying players this new system hurts the players who arent so fortunate... which by the way is a lot of people considering plenty of people dont have the money for it.. RL takes precedence..

I wasn't disagreeing with you or putting down your post. I actually wanted was hoping you would expound on your dissatisfaction and encouraging other to do the same in a meaningful way.
If you have already presented your views elsewhere that is great. Perfect-world needs to hear from its player base.
What if... just what if...

What if this easy free dilithium was acually hurting the people who pay the most to play the game by reducing the value of Zen?
What then?
I did not recommend anything that would undervalue or undermine the Dil market. All I asked for was a rollback of some of the changes I felt were price increases. I never suggested that they print more money.
The changes I proposed would only affect items that they added in the past month and in one instance I suggested a price increase to level the playing field for everyone.
From what I can tell, they added additional Dil and Zen sinks without increasing supply. The only people who would be against such change would be pure Dil/Zen market speculators.

Star Trek Online Advancement: You start with lowbie gear, you end with Lobi gear.

I'm sorry to say, but with this paragraph your post lost a lot of credibility in my opinion. This makes it look like you don't really have an interest in the other players or the game in general and are just trying to look after yourself. You do realise there are plenty of Silver members who have probably spent far more than you have on the game? These members should also be looked after. Just because you're a LTS or gold member doesn't mean that all other paying players should be penalised. Find solutions for all players and then more people will listen.
Other than that, I agree with you. This expansion does need tweaking, especially when it comes to effort/reward. However, I do think we need to play it a bit more (it's been released less than a week) before we can actually make an informed decision on what actually needs to be tweaked.
Long term bugs are also annoying. I would hope at some stage, instead of an expansion they go hell for leather on bug fixing and give us a more polished product heading into the next expansion. They could maybe work on bolstering up the Rom and KDF fleets at the same time.

(with the except of the horrid changes to PvE)
Thanks for actually summing up my thoughts without talking too me, great minds think alike :P haha
