since i have been back after a long while i collected these and what do we do with them (tholian phase stabilizer shut down codes)? i have collected 35 of them i thought they were for a quest but no where to turn them in at. Thanks in advance for any help.

They are used in the tholian reputation i think.

Have you checked Nukara and see if they are used for stuff there?

Nope.

Nukara ground zone, level two outside.

They let you shut down rifts.
