I use the Assimilated deflector and Assimilated Engines along with a fleet adaptive resilient shield array on my Odyssey and Dyson. With the two piece bonus of the assimilated set, I get to use the autonomous hull regenerator and the shields can absorb a ton of damage.
I use the full assimilated set on my Chel Grett, and the full MACO set on my Sovereign.
On the more serious note: There is no Best PVE Set. Because it greatly depends on the ship you fly, what you're building for, and how you fly and like to play. One set may be wonderful for someone else and their build and style of play. To another, it will be absolutely terrible.
On my fleet assault cruiser, just a covarient shield that adsorbs plasma, a positron deflector with two of its stats modded up, combat impulse engines with aux speed and full, and a plasma-integrated warp core with weapons-to-shields.
Being good at this helps, but having the right stuff also helps. Every once in a while you'll get into a pickle where you only get out of if you are a good captain AND have the right gear.
For a simple all-rounder (if you're looking to really simplify) I'd just go with Solanae. Its not particularly amazing at anything, but its decent-to-good at everything with no real glaring weaknesses, and the price is right. Besides, for players not interested in specializing and just looking for something general and well-rounded, its pretty solid.
That said if looking to spend money and really kit a ship out, Elite Fleet core and shield plus an engine-deflector combo of either Borg or Counter-Command would be my definition of all-out. I just wouldn't go there until it was genuinely time to really truly use such hardware.
