What set up would be the better offensive/defensive mix? Rom Engine with Nukara Deflector, or the CC Deflector/Engine Combo?
I currently use the Rom Engine with CC Deflector, but I'm looking to get a little sturdier. I used to use the Nukara Deflector/Rom Engine Combo which felt fairly sturdy, much sturdier than my current Set up.
Regardless, I'll lose some offense but what would be the greater drop off, losing the Rom engine Attack Pattern Bonus or losing the CC Deflectors 5% Accuracy and 8.8 EW bonus. I know the set bonus with the 2 piece CC will give the greatest def upgrade but the defensive stats on the Nukara deflector a considerable. I use AP so Part Gens don't really matter.
without your complete build, it's impossible to begin to decide. You can't really pick an engine, or even an engine/'deflector combo, without considering how the whole set-up is going to work together.
And is there any reason why you are only considering these limited options, and not say Adapted Maco, Omega, or other Rep gear? Is this all you have?
Well, as someone that flies the same ship, with an A2B build, I'd have to say that maximising your DPS as you seem to be trying to do, is all very well, but your hull is going to be very weak, and with only one heal available in an A2B build, I'd address that.
There are a couple of other things, like you have the wrong fleet shield (look at the Resilient Res , and my preference is to forget the obelix stuff, a W->A Warp Core with AMP would be far more useful.
But as to the engine/deflector, I'd be more concerned with getting some structural integrity, passive hull heals and auxiliary power into your build. I use the Borg items atm, and they are working well, i also like the Adapted Maco for similar reasons.
Someone will hopefully be along to tell you I'm wrong. But my main point is, you have plenty of options for improving the DPS of your build, but you really need to put a bit more glass on your cannon.
I have an AMP core and used it for a while, but the damage bonus is better from the Obelisk set. I do agree though that the Obelisk WC is pretty meh other than the bonus. I will relook the ResB. I went with the adapt because it was more general purpose. The Hull is the reason I asked about the 40% Turn, I'd swap out the +turn Neutronium for a Hull.

I would agree that the damage bonus from the Obelisk WC and AP 360 degree beam in the back is well worth keeping the Obelisk WC there.
As for the turn rate, do you really need to worry about it with a beam boat? Yes, you do want to swing the torpedoes around when they are ready, but has that been an issue so far? If it has not, then switching out to +Hull would be better.
I would do either the Nukara Engine and Shield for the 2-pc bonus or the AMACO Engine and Shield for the 25% boost in torpedo damage.
If you are looking for more damage, have you thought about dropping the ET3 to an ET1 and putting in an EPTW3?

The thought had crossed my mind on the EPTW 3. or swapping the ET 3 for EPTS 3 and ET 1. I am satisfied with my damage. If I don't pop in CCE I usually place at least third. I don't really care about top uber dps I just don't want to be a dead weight.
I was using the Nukara shield and Engine for a while but felt squishier than the Fleet/Rom Eng and CC Def.

This is what I am currently running. I typically get 1st or 2nd in CCE, it is just a matter if I do enough healing or not. Being an Engineer helps with the 'squishiness', but I find that the CC Deflector plus AMACO Engine and Shield is an excellent combination. I use the same 3 items on my Tac Vesta as well.
In CCE, it seems be a be a matter of just keeping your shields up. Since I 'park and shoot', I have the reinforce forward shields button available and I am constantly hitting it. If you looking for a tougher build, maybe the switch to ET1 and EPTS3 would be a better deal.
And what about the turn rate? Is there a problem bringing the torpedoes to bear when they are ready?

Another question is what is the maxium turn rate bonus? Is it 40% and is it DR or hard cap?

From my experience flying an EBC T'varo I would say that defense stacking is not super effective.
