Dragons Deceit - Romulan playthrough

I can not complete Dragons Deceit on my Romulan character as Commander Galik doesn't spawn for the confrontation. It seems strange how the mission runs smoothly on my Fed and I haven't seen this issue reported elsewhere.

    I can not complete Dragons Deceit on my Fed character too (german saurian)
