I took some of the suggestions from the last time I posted, and was able to put this little number together; almost entirely Reputation-equipped, she's become a crowd-control-themed ship, while still retaining repair/regen options, and more than enough defense to stand-off nearly anything in PvE(still not going PvP anytime soon) until teammates can arrive!
Once my selected traits are figured in(not shown in that skill planner listing), I'm getting -just- at 50k Hull with immense shield regen ability...; needless to say, I've had to push the Shield and Aux settings as high as I can, at the expense of the Weapons and Engine settings(explaining the RCS consoles), but it's an acceptable compromise, considering all the aoe-damage options I can drop on ships once I've locked them down.
So far, the strategy that's worked best for me, at least against large ships, has been to open with Grav Well III/Gravimetric Photon Torps, charge in with Evasive Maneuvers, use Eject Warp Plasma about 2-3 ship lengths out, follow with Tractor Mines as I clear the ship's aft, wheeling around hard-180 degrees, and, if my timing has been good, having just enough speed left over to come back around and get off a Tyken's Rift for no less than 4 movement-crippling effects going at once...; it gets a bit more complicated with multiple ships, and the Tractor Mines have been quite useful in keeping some busy....
I guess that, considering I'm a Free Player(who's 1-year anniversary was essentially this week, yay me!), this isn't such a bad setup; I don't mind not taking the spotlight away from dps-based ships...but I admit to some self-satisfaction each time I pull someone's bacon out of the fire...at least let me have that!

Yes, I fully intend to, despite not having been employed since January 4th, upgrade this ship to T5-U, as well as all the consoles I can...there's always a way, as long as I can maintain the will!

It's yet another reason I've pushed the resists/defenses as high as I think I can(at least until Delta Rising comes out)...the Tractor Mines have helped with this a bit, but since they're targetable....

I haven't been able to get any of those Phased Poloron Beam arrays, yet...aren't they rather expensive??
Heh...I'm half-tempted to see if we could put together an all Nebula/Fleet Nebula stf run through a few of them, and see how we do, if we could all organize our playtimes...sound like fun?
As for those Phased Polarons, yeah, you'll note they're only two of them. I forget the exact circumstances of their purchase, but I can't rule out "late night impulse buy."
As for a full-Nebula run, I'd certainly be game. My forum name is my global; look me up.

I tink you might have better luck switching the TS and the beam FAW. you are losing 6% on the faw but the spread essentially doubles
Gonna have to look up prices on those beams...taking advantage of the -really- extended bonus xp/expertise weekend to get 2 alts from the low 40s to 50, but will see if I can reach you in-game!
There's also several universal consoles that can blind targets so you could use one of those and then drop mines. Can't shoot what they can't see.
I've personally dropped using a wide angle quantum and instead moved over to a Breen Transphasic. Not quite the hitting power and definitely a slower fire rate but it allows me to replace a Torp Spread tac station with Attack Pattern Beta. With the expansion about to drop figure I better get back to a support role for a while until I can get the gear up to snuff to handle the new Elite STFs that are coming
Personally, I wouldn't run tykens and gw on the same build due to their shared cd (unless that's changed, of course. It's been a while since I checked I must admit).
You could run the lt uni as an eng, slap epta in there as well as something like aux2sif or a2d. The extra heal from the sif would be handy, but the a2d would help with positioning by giving you a handy speed/turn buff which would be invaluable with the plasma/reversed tbr combo.
I'm no expert on sci stuff tbh, but I know one thing for sure though and that would be jam targeting sensors. I'd dump it in an instant.

Oh, I just had a thought. Would graviton pulse gen help you out at all, instead of that isocharge? Perhaps an aceton assimilator?
I've looked at both of those universal consoles, actually...problem is, both are FAR out of my present budget(I've been unemployed since January of this year and am fighting to win an appeal to get me onto Social Security Disability), which is why I go with Reputation stuff whenever I can get it....
The Tractor Repulsors are an interesting option, as well...my current Tractor Mines are great, but only tend to activate vs. hostile targets, ignoring some Borg Probes, alltogether...I should experiment with that....
Jam Targeting Sensors is a situational ability for me...generally only being used if one mob has a mad-on for me, or to open a battle vs Borg Cubes, buying me just enough time to Grav Well them, then move out of range.
Considering the upcoming changes to Elite and the new Advanced STFs, I'm betting teams will now -want- one ship able to survive a hammering long enough to either save allies or until his/her teammates respawn...considering that, I'll have to also experiment with the Lt. Universal BoFF slot, too!

Well fortunately those are both exchange items for you as they are only c-store for the kdf. For fed it is 300k ec for the graviton pulse and 2,9 mil ec for the acetons.

Also what is your hull repair rate while in red alert? To find out while in a social map just use sa on an ally.
It's in the last pic I posted, but my Hull repair rate, as of that pic, was %197.9/Minute(out of Red Alert)...I made some changes to the overall layout as per some of the above suggestions, and was able to scare up enough EC(mostly through selling a surplus of rare R&D mats I won't be using for awhile) for the Aceton Assimilator, which promptly paid for itself in a Storming the Spire Elite stf, when a bunch of Swarmers popped in on it and fired all at once...the Aceton said 'nope', and took them all out with one pulse....
