Can you tell what kind of effect it does post impact if theres any?

You're thinking Subspace Integration Circuit. It's a nice but too-short-lived console. It clouds perception so it can make a heavy boss (like a tac cube, or the CCE) fire less on you. Then when it collapses it does damage as well.
I have one for one of my KDF. I wish I'd grabbed a couple more for various other toons I have. I don't always use it, but it's one of those ones where it's nice to have when you can run it.

There's a projectile in the game that looks like a Red version of a high yield plasma torpedo. I only see it once in a blue moon but I suspect this is what the OP is referring to. Unfortunately I don't know it's name but I think it's a C-Store ability.

If there's something that appears to violate natural laws, then you can expect someone's going to point it out. That's just the way things are.
The only other things I can think of is the Mogh's Dynamic Defense Deployment System(that seems unlikely from what you're describing) or the Bio-neural warhead(which is a missile, not a torpedo - doesn't glow red).

Outside of the C-store, it might just be the the Temporal or Elachi Torp being modified by High Yield or the Nadeon Detonator. The latter usually adds "Shockwave" as a prefix to the name, while the Former can alter the names of torpedos more noticably.

When you launch a heavy torpedo you can always see its name above it "Heavy Distortion Device," and RED in color as it goes torwards its target.

Yep, this is almost certainly the gravimetric photon from the Dyson rep system. I use this on multiple toons and the Torpedo: High Yield bridge officer ability makes it a big red destructible torpedo. This is labelled as a Heavy Disruption Device IIRC (not in game right now so can't check)

As i mentioned in the previous post, it is NOT the gravimetric torpedo because it is named differently when fired high yield.
I have also mentioned the most likely combination for the red torpedo with distortion device.

Oh yes and the 3rd one would be Omega Plasma Torpedo Launcher with heavy Bolt again Level 3 High Yield setting. If your Sci Captain your Tac BOF trained for Level 2 High Yield.
Personal favorite is the Hargh'peng Torpedo Launcher I use to have 3 of these on ship but really can't have to many though then odd things happen on the ship. Very good torpedo, but it can miss it's target though at times.

After encountering a few emission tracking torpedoes in kerrat and CEE i got curious and grabbed the Console_-_Universal_-_Ionized_Gas_Sensor.
Combined with the tholian Thermionic_Torpedo_Launcher is probably, 95% certainty, what you witnessed.
