hi there, i just got a new ship and wanted advice on the build, most of the stuff on it was just pulled off my last ship so it may not be the best build but its the best stuff i have..

i only do pve at the moment and want to try the elite stf's and maybe branch into pvp at some point.

I would remove 1 EPTW and 1 EPTS. Two of each is kind of pointless. Better equip 2 or 3 Damage control engineers to reduce the cooldown. This way you can nicely cycle both abilities every 15 seconds. To replace them: Aux2Sif is a very nice small hull heal with 15 second cool down and EPTE1 (to get quicker into battle ). Also Aux2Damp is very nice to have on a cruiser for better moving. Not sure how the avenger turns, but it also offers kinetic dmg resist and can be buffed with some doff to get more energy dmg resist. This way you could replace polarize hull with science team or transfer shield strength for a second shield heal.
Maybe exchange BOII and TSIII for TSII and BOIII for more damage. Add in an energy weapons officer with "reduce cooldown on beam abilities" so you can use beam overload every 15-20 s.
Remove the cannon or replace the aft beam arrays with turrets, but i guess cannons are not very strong, if you do not use cannon abilities.
The aft beams never fire, if you fire the front beam and vice versa. Thus, replace one with the kinetic cutting beam (+ the omega rep console for less energy drain) later and get or craft another omni beam. I know crafting lvl 15 takes forever and omni beams are expensive, but as long term goal it might be OK.

I would swap Boffs around - specifically Tac and Eng ones, as 4x EPTX isn't the best way, I would swap to ET1, A2B1, and EPTS1, A2D1, EPTW3, DEM3, and Tac would be better as TT1, BFAW2, APB2, and TS1 - As it stands, you lack an attack pattern, a fairly significant flaw, and TS3 is your highest Tac ability but only affects a torpedo, which aren't exactly optimum weapons to start with.
Wasn't too sure what level you are for the other reps
But this is a build i use and does quit will in PVE and PVP, can take a betting and give more than a bloody nose when on offense.

I am not trying to be #1, but this is a fun, good ship, for non-fleet version.
the counter command console isn't doing anything for you where another AP console would be of more benefit.
I would go TS3 BFAW2 TT1, the uni BFAW2, BFAW1 and the ens TT1
for the eng, I would replace the EPTW3 with either RSP or EPTS.
