We use to be able to, but Cryptic took that option out (I think around the time LoR was released) because it was apparently causing some problems. You're best best is to take note of your slider settings and refer back to them when you make a new project.
djxprime is correct. We had a save costume function that was removed.
However, there is an option in certain limited situations for using things (not just costumes) from one mission into another.
The main issue is that you can't copy them into an already existing mission but you can duplicate the mission that has the costumes, remove the things that you don't want (stuff in the story, dialogue and maps (possibly) and then start building your mission from there.
There's additional work to it but it will provide the same costumes for you to use again in a different mission.
Whether you want to do this is totally up to you, as you might already be too far into the creation process for it to be worth while, or whether you even want to do the work of cutting everything out.
After you've logged into STO, selected "Create Content" and have created or selected a foundry character you will presented with a list of your foundry missions in a column on the left hand side.
One of those will be the one that you want to copy, but underneath that will be a button (just under the X/Y slots used info) that says Archived Projects.
Click on that.
It will move the bar up to the top and you should have the exact same list of missions move slightly down so that it's now under Archived Projects.
Select the mission that you want to copy.
Where the "Edit Project" button usually is on the bottom right hand side of the screen you will now find it replaced with a button that says "Import Project".
Click that and a small window will popup asking for a mission name and allegiance.
Since you can't have 2 missions of the same name it will require you to at least change the name but you can change the allegiance if you want the mission to be for a different faction than the original.
When you click okay it will create a duplicate of the original with the new name.
