In terms of DPS, the T'Varo beats the D'Deridex hands-down. However, the D'Deridex has far better survivability. The T'Varo hardly ever gets through a prolonged fight without getting hull down to 70% best case scenario.
In terms of the D'D, remember: it's not a Federation Cruiser. The cloak is an integral part of its tactical armory, and needs to be used in battle. If you're broadsiding a la Starfleet as a Romulan, you're doing it wrong.
I've used a single DHC on the D'D purely for the authentic feel, but I do manage to get it onto the enemy often enough to make it worthwhile. The Space Duty Officers have cooldown reduction on evasives and the Power to Intertial Dampeners means the ship can zip around reasonably comfortably. Just remember: she's not a cruiser, but she's not a teeny-tiny "Turn on a dime" escort either. She sits in the middle really: a big Warbird whose most successful approach is to be sneaky, underhanded and... well... Romulan.

Not that I like the bandwagon, but beam arrays do work better. You CAN make a DHC ambush platform out of it, but its kind of a square-peg-round-hole solution, and other Rom ships do that better anyways. Unless you're in it for RP or specifically challenging yourself, arrays better play to the DD's strengths (which to me is "Fed cruiser with an array of dirty tricks,' and why I adore mine).
My build's a little goofy but it's fun to fly. Behold, the RRW Aen'rhien. Sci D'deridex. Basic tactic, buff up, drop cloak and hit him with a BO1 from one of the dual beams, followed by a plasma hyperflux blast from the experimental.

I do normally not play PvP, so my experience is limitted to "normal" missions. In that a pair of heavy double cannons and a heavy Torpedo-launcher proofed in ym eyes to be effective - the ship ist still fast enough to turn, close in and evade counter-attacks if you use singularity-options, cloak, evasive maneuver etc. well. A mine weaper in the rear make also sense (I use plasma weapons only).
I use primarily plasma arrays of course. But I came up with a weird way of using A2B with science skills. The clicky power console set for the D'Ds makes them somewhat less slow. Granted, it's more of a side benefit to the console powers themselves, but still.
It doesn't really synergize with the autofire mechanic (if you're running beam overload), but if you care about looks at all, I really recommend sticking an array in the leftmost fore slot. The D'deridex has a center firing point on the head that's only used when you have an array (or single cannon, I believe) in that slot -- it looks great.

My Tac uses the DD and its one of her best ships she flies. I made a beam boat out of the ship. Front weapons is DHC, Array, Dual Beam, and Torp. Rear is 3 arrays and 1 torp. All plasma weapons. The front torp is the hyper from the Romulan Rep. And that packs a wallop as well.
You can't treat her like Fed cruisers. So use your Sing abilities and cloak. Use it to turn around to get back with forward weapons, and to heal up some as well. Also use skills to pin down your target like tractor beam, etc. Use the Sing. Projectile that comes with the ship to pull your targets into a tight group. Then rain down the pain.
Its a good ship, but put your time into learning it. Then she will be a worthy ship for your captain. After I learned how she handles and perform. She turned into my best ship in my Romulan fleet.
