Tal Shiar Skirt...from where?

Was on my Rom, doing a quick rotation for crafting and whatnot while I had a few minutes, and saw someone in the Tal Shiar "disguise"...only they had a skirt that looked like it matched their top.
When I sent a tell, asking about it, they checked at the tailor, and said it was the "tal shiar skirt"...but they didn't remember where they got it from.
I've checked the wiki, searched the forums, asked in my fleet, and no one knows offhand where it's from or even if it exists (although I've seen it, I didn't think to grab a screenshot, darnit).
So, having looked everywhere I can think of, that leaves here.
Does anyone know about this costume piece, and if so, where it's from? (and I know it's not from the infiltration mission, I've done that, and the costume did -not- come with a skirt for my female romulan captain)

Given the look of the stuff and the name they said it was, I'm pretty sure it's neither of those, although I did consider (before some research) that it might be a vet reward.
It's possible an earlier incarnation of the infiltration mission included a skirt, which later versions lacked (either deliberately, or a random patch messed that up), but being new (started STO last Dec) that's not an option for me sadly. (so I'm hoping it's from somewhere else)
There isn't an actual Tal Shiar Skirt, so it has to (obviously) be something else.

I'm willing to bet it was the Romulan veteran dress skirt colored to match the tal shiar top. Without a screenshot to go by, that's my best educated guess.
And no, I didn't think to get a screenshot until after I got the reply as to what skirt it was, and by that time, they were elsewhere...when I saw it, it was just "oh that's neat, and I don't recognize it, hopefully it's not some event or vet reward I either don't have or can't get". Wasn't until I found out what it apparently was, that I was kicking myself for not getting a shot of it in passing.

That might been it, although the colors were different, I only saw them for a few moments. The top though was definately the tal shiar top, as my toon had that.
From the pic, I'm guessing it's a vet reward of somekind?
this was my 1st thought also.
Although why they told me the name was Tal Shiar Skirt...oh well. *shrug*

This may come as a shock to you, but there are a lot of dumb people in STO.
Don't attribute to malice what could easily be attributable to stupidity.
Not sure whether they were Rom/Fed or Rom/KDF though.
Well I just tinkered with it and it seems I only have 3 Tal Shiar costume pieces. Jacket, belt, and pants. But I can't even wear the belt unless I have the pants. Yeah, even thought the vet skirt matches the Tal Shiar jacket, you can't wear the Tal Shiar belt with it.
