[Returning Player] Need help, science build

I've been playing on and off since early beta and am coming back to retreat away from my current other MMO. To be flat honest, I haven't kept up with anything information/gear/equipment/etc, outside of logging in and sending out the random doff or doing the rep projects.

I currently fly a vesta as a science captain. I've got a mishmosh of gear, looks like a few elite fleet pieces; aux phasers; 2 cutting beams; etc. I'm not sure if this is current anymore? Or where my areas of oppurtunity are. My ground gear is absolute poo as well, I'm putting out nothing near the damage that the rest of my team mates are it looks like.

Looking for the current "best in slot" for a vesta building for damage/support; as well as a ground build for a sci captain(once again damage/support, not healing).

Due to my length of play I am sitting on a ton of currency and have access to pretty much everything. IE: all my reputation is capped + hundreds/thousands of marks, few million EC[I know this isnt much anymore], quite a few fleet marks/credit, etc etc.

I think the last time I really 'played' was season 7, for reference.

    Honestly?

    With all the changes in Legacy of Romulus, seasons eight, eight point five, nine and nine point five... It might not be a bad idea for you to just start a new character and play around with them a little to get the feel of the game back before you worry about maxing out your build. Plus, you'd get to experience the new storylines for Klingons and Romulans, the revamped Federation tutorial and 'Klingon War' arc... get acquainted with the revamped R&D system... things like that...

    I don't see how that would be beneficial.

    I've got every mission completed(other then what was just added) and maxed every reputation - that alone would keep me from making a new character. I took a lot of time farming acolades so I'm quite fond of this character.

    Everything that's new to me is all at max level, lol.

    Best science builds I've seen lately (pure science ones) are part gens and flow caps based ones. I have the Vesta pack, but I've been playing my Palisade so much, I wouldn't know what to recommend.

    Welcome back to STO, then! :)

    As You plan to have Your Vesta upgraded, I'd propose having a look at Elite Fleet gear. You will find Warp Cores and Engineering Consoles at the Fleet Dilithium Mine, Tactical Consoles and Space-DOff-Slots at the Spire, some (Plasma-damage increasing) Science Consoles and Kits at the Fleet Embassy and Shields, Carrier Pets (as well as Weapons, take the Advanced ones) at the Fleet Starbase. IMHO part of the best gear currently available, especially

    - Elite Resilient Shields [Adapt] [Cap]x2 [ResB] and
    - Vulnerability Locator [+weapon type] {Tactical Consoles}
    - Neutronium Armor [+Turn] or RCS Accellerators [+ResAll]
    and Warp Cores with [Amp]

    Most other gear I use comes from the Reputation System Sets.

    You should be able to find some interesting builds by searching here in the forum or using the Skill Planner.

    The one I currently use is this:
