I think maybe it may have been wiser to hold off on the BO changes until FAW changes were ready as well to bring it up to a similar level. As it stands now, what I'm seeing is just people getting ready to switch from using FAW to BO, rather than making it a choice between the two.

Do you really believe the Season 1 designers had such good bridge officer skill ideas that they should be preserved for all time?

i'm still going to keep using FAW, because BO still only works for one shot on one weapon...and to be honest, most of my ships that use FAW deal so much damage it's like i'm firing off overloads anyway

TR-116 should had 100% shield penetration because it have lower damage to begin with, it does about 60 vs 70 of MACO and it have no procs, we arent talking about Polaron damage, you know .. the thing that can cause your weapon to malfunction, TR-116B have no proc, it should had always have a shield bypass.

even with the higher kinetic resist on most armors nowadays, imagine this + motivation + deadly intent + every tac buff you can squeeze off...we're talking potential 1k+ plus sniper hits after resist every 3 seconds until either motivation or deadly intent wears off

Actually, you're wrong about that. AdjucatorHawk has been on Twitter discussing making Beam Overload, in general, more appealing so that it is on par with FAW.
That said, very happy feedback on the TR-116 proved handy and has done something about it. Now all it needs is a screen accurate model

Resolved an issue where the TR-116B weapon was not performing as intended.
As a result the Shield Penetration of the weapon has been increased.
Beam Overload:
Beam Overload attacks are now always a Critical Hit.
Their tooltips have been updated to indicate that they always Critically Hit.
Beam Overload no longer drains Weapon Power.
Beam Overload's base damage has been reduced by 25% under the hood.
Its damage will be higher on average due to 100% Critical chance.
Related powers changes:
All Power Level drain from Lance-type powers has been removed.
For example, the Auxiliary Disruptor Array no longer drains Aux power when fired.
Damage and critical chance of all Lance-type powers remains unchanged.
Resolved an issue which was causing much lag in the Foundry.

I was actually thinking something similar on the way home. The concept I was thinking of was providing both cannons and beams with 3 abilities each. An ability for targeting multiple enemies (FAW and Scatter Volley), an ability for single targets (rapid fire and a new beam ability), and an ability that would allow you to cause a spike. (Beam overload and a cannon overcharge like ability.) The overload or overcharge ability would be capable of doing some significant damage but the trade off would probably be a charge up period and possibly a brief cooldown while the affected weapon cools off. I always pictured overloading a weapon as charging it up beyond the recommended levels so it kind of made sense that it would need some time to reset.

While I approve of the notion of making Beam Overload more consistent and eliminating the weapon power penalty, the current setup is definitely too strong. Let's make the reduction 50% instead of 25%--that will cut those 60k hits to 40k (i.e. survivable in a halfway-decent escort build if you have full hull and shields).
Speaking of the cloak ambush issue with this. For those of us who do not use beam overload per say with birds of prey for example this can ultimately help out romulan republic characters with their ability to add time to their cloak ambush.
Although I agree for most of the statements made that its tuning is sound but when it comes to the KDF solutions put in place like this beam overload issue of power creep I feel that it still puts KDF ships at a disadvantage since it doesn't matter whether its PvE or PvP the KDF just seems to be left behind with a lot of this where we can't take advantage of these changes as well as the other factions.
We've heard for a long time we are going to get a c-store negh'var, bop changes to give them different roles other than all uni consoles, and recently a 5 fore raptor although none of those changes have been illustrated in any dev blogs the only change we have is flanking. Although due to the facts that you must pay an astronomical fee in fleet credits just to get battle cloak cd reduced thru the embassy and no option to lengthen or increase the damage of the cloak ambush. I can understand if the ways things are done for the other faction you want to be unique that is understandable but what I am asking if that is indeed the case with all the changes made that left the KDF out in this power creep as well as unique stuff stripped from the KDF in favor of making money with lockboxes and such something has to be done about the balance of it all here. Especially with that TRIBBLE that was done that kept you from stacking tactical powers if you lag for one second trying to do a cloak ambush you can miss an opening in any kind of content.
So all that being said what is the answer to this or is it just an internal agenda to quietly let the KDF be something of a collectors item faction that isn't going to be ever played for what it should be?
Have you considered changing the new BO so that it doesn't profit from the decloak ambush damage boost anymore? (Or maybe in general have ambush not boost crits?)
That could help balance against oneshot attacks from decloaking ships.

Thats cause it has never made a whole class redundant. Explain to me how an engineer is going to tank a 80-100,000 damage hit.
To put this in retrospect. Cloaked Vapers will now hit like Donatra in KSE. 1 shot, no matter what hull you have, resists... doesn't matter. The damage is so far over capped that even dedi-tanks can't survive it.

So most of the KDF who had heard this figured it was coming out during LoR but we are still yet to see it in game. So when he talks about that raptor coming its a believe it when we see it kinda deal.

Beam Overload has made torpedo and High yield even more useless. Why bother with a torpedo that has its damage lowered by 90% when hitting shields when you can just beam overload the shields away then beam overload the hull away for more damage than the high yield torpedo can do to hull?
I am also concerned about the TR-116B as more shield pen alone isnt going to make it useful. Its the most expensive hardest to get ground weapon in the game and even with the new changes the worst performing. All armor has higher kinetic resistant then energy. Even after the shields go down it will take longer to kill then energy weapons.
