What is the purpose of item-swap cooldowns?

So I'm fighting baddies on the ground, there's a break in which I think "hey, I could probably save a hypo by munching on one of these food pickups I found earlier". I wait for the "Red Alert" to stop flashing, then swap out the hypo with the food pickup, but there's a cooldown of twenty seconds, and by the time it's done, I'm already fully healed anyway.

Why is there a cooldown on items I've just swapped? I can't swap items during combat anyway, so it's not like I can cheese the game by swapping an item that's on cooldown with one that's not. And even if I could, the food pickups are "out of combat" items, so swapping it during combat wouldn't help me much. Just seems like a pointless annoyance to me.

    As far as I understand it, it's to prevent cheekiness during PvP.

    I hate the 15 sec cd on the test tribbles they dont need a cd as gar as iam concerned.

    It use to be 15 secs, then 6, now 15 . . . Please change them back

    It's just as stupid as the "raiding party" or "diplomatic immunity" cooldowns being jacked up to 15 seconds. Seriously? No reason at all. Only insanity.
