The +20 crit severity wasn't a big issue before we could hit such high chances at a critical hit; and now that the craft system is going to be producing AP weapons without poor choices of mods...AP is already like the A2B of weapon choices, let's not make it the EPtS/TT of weapons.
Not that I understand your reasoning, but firstly we already got such a buff and secondly, why make it a useless proc (outside of pvp). I would go the other way around, making all procs critbased. That would be a funfest^^

IMHO AP is a starter damage type. I use it a lot on my poor alts. Why is it cheap? No rep, no dil and you can still get a 10% increase from the set, a potent aft weapon, ... all you have to buy are the actual weapons and you are done.
So why is it a starter set? First, the weapons from fleet do not have the mods one might like to max/min the type. There is no CridDX2 mod, for example. Second, you can't stack on it. Rom plasma, you can stack a fleet warp core (amp: 12% damage increase) and the plasma set (2 pieces, 7% I think?). There is no rep 2 piece 7% AP bonus anywhere! Second, to maximize the damage from AP, you need a high crit % (at least 25%) AND a high critD modifier (high accuracy allows this to function well in PVE, along with specific items that increase crid D).
AP is odd because its "proc" is at least 10x more frequent than any other: 25% vs 2.5%, roughly, assuming the user has the crit rating. Even with that proc rate, though, it is still difficult to beat the plasma damage bonuses + dot bonuses + dot damage + resist debuff of rom plasma. And its arguable that fleet disruptors might even beat AP with the undine set (hard to say, its darn near impossible to compare 2 builds).
Also AP is odd in that it can't be used on rom ships with the set -- it is rare that free gear is not allowed for a faction, but this one is. However a rom captain in a lockbox ship with the AP set and SRO officers can shred things pretty well. SRO isnt cheap, unless you have slowly farmed your own over time... and box ships are not cheap either, but if you have all that, it performs well enough.
Ap will get you a solid dps value easily. It can get you a pretty high dps value with a lot of tweaking. But I can't see it pushing top end.
But to get back to your ideas... the first things to do to "fix" ap (if it actually needs fixing??) would be to offer a rep set for it.
We already have shield bypassing damage types. I like AP just like it is and would not care to see that changed. If you want to beat on the hull, use plasma or polaron.

But that is the thing, I am not sure it is actually that critical (haha). Lacking the stacked set bonus/amped that most other types enjoy, and lacking weapons with the max/min mods (is crafting going to solve this??) ... they crit a little harder but hit a little softer overall, and it seems to balance out pretty well in practice. Leaving the victims of a stealth alpha etc BO3 crit to feel a bit swindled, but other than that... (I also have to say it does alright with a decloak flanked rapidfire BOP assault).
Well, that gets into some more complex stuff, no? A Spire [AMP] core for the combination of the drain resistance and strength boost...mixed in with some 2pc Disruptor bonus action...and you'll probably get ahead of the 2pc Obelisk's bonus boost, eh? Or would you...cause say you run the Hydro - what are you running with hit? Torp? Turret? Going to give up a Vulnerability Locator for the Relay?
8 weapons give around an 18.3% probability per cycle (so every 3-5s) of landing a Disruptor Breach. Course, you branch that out to more folks - you increase the probability...5x 8 would get you to 63.7% probability. So if you were building a team...probably go the Rom Plasma route for the Disruptor proc probability. Course, it's not going to be 8x weapons - so it will be lower, but that would still be an angle to look at it. Work in some of the dualprocs that can stack...and yeah...that'd be the way to go, right?
Thing is, if you're pugging and not everybody's doing that...
right, its rather complex. I would think 2 players with some flavor of disruptor is enough in a pre-made team, the rest could do something else. Group dynamics is an entire other discussion, and a rather large one. Probably the best info on group stuff is a combo of pvp & NWS concepts, depending on focus.
I agree the fleet core is best long term. I just can't afford them on all my alts yet.

Pugging with 20k in my FED/KDF Sci&Engineers in Plasmaboats I dont really see the problem with Tac being all that matters in the game. Where do ppl get that impression from?
