It seems that this is the result of a technological side-effect of the sharing of information since the peace with the Klingons. It's sort of a coincidence and timing problem... and the lack of testing.
Specifically there were some new warp-field stabilization algorithms that were implemented by the Klingons, and shared and adopted by the Romulans, that were not adequately tested that introduced a low frequency harmonic in the field that is noticed when the ships are near each other. It's like when magnets are near each other with the same polarity on those facings, but pulsating.
Due to the other benefits that the algorithms do introduce, both sides are working a solution to fix it. If they can't, they'll have to down-rev to their original code to remove the new algorithms.
Although there is no ETC at this time, crew counts on the Klingon side have seen a noticeable decline.

Sometimes it can be funny, sometimes it can be annoying.
IMHO, they should have collisions turned off for a few seconds after you finished zoning in. That way collisions wouldn't be an issue.
What *is* annoying is having two scimitars, going opposite directions (more or less) and having the tips of the wings snag, causing the two of you to lock up and dance around on the spot.
Actually, no, that still is amusing when it happens.
