Yes what a lot of people are missing is that as I've pointed out before Captains CHOOSE their FO/XO. The way Tovan is coded he nullifies one of the longest standing traditions in human and scientific history. It's like someone telling Holmes that he can't have Watson but needs to take Smith instead. Smith might be more intelligent or a better detective or Man's man BUT without Watson you have no Holmes. Without Riker you don't have Piccard without Spock you don't have Kirk Without Talas you don't have Shran. Basically the point is Captains ALWAYS CHOOSE their officers from a list of candidates which is why the Fed side at the moment isn't a problem. You don't have to choose the Andorian female Tactical officer if you don't want to. You HAVE to choose the KDF and Rom officers BUT with the KDF at least you can get rid of them and all but Tovan you can get rid of. GIVE us a CHOICE if we don't want Tovan let him go away peacefully. I'd rather have Veril as my FO than Tovan due to being a Reman myself. Or Satra if I play a Romulan.
I was looking at my crew list while planning out the future BOFFs I was going to acquire.
Because I wasn't able to attend the replay weekends, the Breen Tac and Reman Sci are not currently present on my crew list.
But when I acquire them, as you can see, my crew roster will be full to capacity.
If Skev was not there, I'd have one more space as a buffer should I need it in an emergency.
And everyone on that list is more special then he is, being true "unique one of a kind" BOFFs.

I associate unnecessary appendages (such as antennae in this case) as mainstays of anime characters.
Also, Andorian characters were heavily featured in the cartoon series, but with the exception of Shan in Enterprise, they were never shown in a serious light or as a major character in the live action series.
if you saw Enterprise the antennae helped the Andorians with their balance as it was needed on their icy homeworld. Archer cut off part of Shran's antennae and Shran had trouble even standing.
No room on my bridge for dead weight. Can I airlock this looser yet? 5 Subterfuges, 4 Superior Operatives and one Superior Infiltrator is the goal. Tovan just doesn't cut it.
I do like Tovan though. He gives the story more background and depth.
Also he has torpedo spread III, and it does an amazing job disintegrating my enemies.
I don't want any humans on the bridge of my Warbird. They want to work below decks, fine - but my people will be keeping an eye on the treacherous round-ears...
Yeah, my Rom toon prefer to have an all Reman / Romulan / Vulcan crew. Kinda difficult to do though. There are no Romulan refugee asylum missions, though I read someone post that they are extremely rare. But I have never seen one.
I suppose I have to go the slow and expensive way buying the Romulan Survivor Pack from the Exchange. At about 2 million ECs each I probably just buy a few just to see if it is worth going that route long term. The best case scenario would be the only Non-Romulan I will have are from the colony chain missions.
You can doubt all you want, but unfortunately the last couple of interviews I've read with random Devs. indicate that they're seriously considering a Boff companion for the Fed. side. I don't know if it would be exactly like Tovan was implemented, but yeah, they're about to do it.
Strange, the ones I heard say the complete opposite. They regret making Tovan mandatory, and the reason that Elisa Flores isn't is because of the feedback they've read on the forums.
Tovan is the Rihannsu version of Wesley Crusher. I bought enough slots to bury him in the cargo hold as an assistant yeoman purser and he still sticks his nose into affairs which are not his concern.
I am planning a strike on pwe/cryptic's corporate offices. To change every single sound they hear all day to Tovan's voice. To have him pop up whenever they hit F1 on the keyboard. To have him appear every time they try to save their work. To have him be the PA announcer at the ballpark. To replace the voice of the GPS in their car with Tovan's. In short to surround them with as much Tovan Khev as they have given us.
Only then, will Justice be served.
