Bridge Officer Reassignment Idea

I find it kinda weird how people just buy and sell bridge officers!
I think there should be a reassignement system where you exchange them and reassign them instead of selling them to the highest bidder...
It would also be cool if it were possible to just get them back to the inactive bridge officer roster.
I think there should be a way to have an exchange that doesn't require any form of credits, in other words they just get reassigned for free, bridge officers should not be able to be dismissed anymore either, when you are done with them you just put them on this reassignmnent program and the bridge officer waits to be reassigned to another player.
Many people hate to let their bridge officers go once they need better ones, and most people can only dismiss them. This way they'd go to another player.
It would also be cool if it were impossible to change their body and face once they are created. This way if you want a different one you either create a new one, or you get one from this new reassignement, but none get destroyed.
In this system for example, each player can only create a max of 5 bridge officers, and if he wants more he has to get them from the reassignement program, for free, but not customized, except in the uniform. By doing this the amount of bridge officers created are limited, and if the player wants to create more he has to pay zen, therefore making it also good for Cryptic.

a nice idea, however they would first need to dramatically increase the chance of romulan/reman BO assignment as they are very hard to come by.
