You earn a finite number of skill points as you level. Once you've hit 50 you no longer earn any and can only use the amount you have. Skill planning is extremely variable depending on your playstyle but I believe silver players get a free respec token. If not, they're 500zen on the c-store.
As someone else said, you can respect for a respec token (500zen). Personally, I like to spec my character based on career, and then try to improve other areas with consoles/BO skills/ etc. Basically, as an eng officer, I spec into a lot of defensive and resistance type skills, then boost my damage abilities with +damage and +crit consoles.
I think that Science toons are the best ones for a generic build. No more than 6 ranks into any skill.
I wouldn't put any points into Driver Coil, as it will do nothing for you in combat. Therefore, it is pretty much pointless for endgame content, since you just queue for most of it anywhere you are.
There are other things I would avoid like threat control, and stealth. If you are with a good team, threat control will not be needed, because they would know how to juggle the enemy. Starship stealth is pointless, unless doing PVP. Even then, it only really does little to help.
However, if you are not going to use exotic damage skills on your BOFFs, then it would be pointless to add points into skills on your skill tree for them. Also, if you are going to run a high DPS build in an escort, or cruiser, then you can do so, without using ant science skills.
It really depends on what skills you want your BOFFs to have. And what ship type you are running with has a little to do with it too. A ship with a very low ranked BOFF station will not offer much for science skills. Also, if you go with skills in that kind of ship that will offer you GW, Acetone beam, etc., then you will have less heals.
Personally, I do recommend trying out some of the science skills on some of your science BOFFs if you haven't, and see what you like the most. Then focus on the skills that boost them first.
