This is my build for my ship, this is besides the Skills since I think I got those covered. I have Torp Spread 3 and High Yield 3 on some of my bridge officers. I would like to know if there is any better Engine. Though I hope you have fun picking at my build, mainly in terms of this. I do better DPS since I upgraded to the Advanced Fleet Weapons.

kcb missing, especially if you have the assimilated console anyway.
Beam overload if you run with a DBB...otherwise a 4th DHC is better. rest of the boff layout is ok, imo
no [amp] core =fail
tetryons themselves are "meh", but ok i guess. I can understand that he went for the omega proc + tetryon proc...but for the most part of the game, NPC's shields are so weak that the proc does practically nothing.
OP: pretty much what dahminus wrote, although the fleet advanced disruptors are ok. Sure [acc]x2 would have been better than [dmg]x3
also the OP is missing pretty much every rep console...huge deficit. 2 years ago this build was standard...but not anymore.

This is the first time I actually used STO Academy so here's my build from STO Academy. You might cringe when you see where I put my Skill Points, in my Skill Tree but I have no idea what I was doing when I first played this game along time ago.
Also there's an reason I've been avoiding the 'lol' rep stuff I have not a lot of Dilithium to use for those projects. It took me awhile to get the Upgrade from the Mk XI to MK XII Deflector Array.
This is what I like I do a lot of DPS even with this setup when there's no people that do even more DPS than I in the STFs I include myself into. 6k or more I do most of the time.
I have finally reached Tier 5 Rep with the Omega Task Force, took me forever. Just have to wait til the 20 hour one is finished than I can get my Tier 5 Rep. >.>
And also I am an Alien Tactical Officer so I should have 9 Personal Traits, I went with the Last Ditch Effort as my ninth Trait. >.>

Issues
1. Only 1 attack pattern. omega lasts for 15 seconds but has a minute cooldown. Double up on beta and watch your dps skyrocket
2. Emergency power to weapons but no engines or shield. Even with 3 damage control doffs (which I am unsure if you have) you could be with eptw for 15 seconds...best to swap et for engines or shields
3. You are aware but still...get the kinetic cutting beam and assimilated module. nothing but power there.
4. Spire consoles...for sure
5. Borg engines would be a good choice but going soloane shields/engines/deflector from step between stars (i think). Would do you good. Hell get the warp core too since yours is of poor quality
The Warp Core for that set is kinda hard for me to get since it requires I would have to buy an Science Destroyer to get it.
I already do have the Assimilated Module, It's in the Engineering Consoles since that was the best place for it. I guess you mean get the Cutting Beam so I can at least have the Set 2 Bonus. I am slightly confused for the Set bonus aka the Omega Weapon Amplifier, the description is kinda confusing.
It is the only ship I like to fly, the Zo'Ragnarok II has been with me for awhile before the new 'Fleet Patrol Escort Refit appeared.'
What would be an good warp core for its place? Besides the Solanae Warp Core.
I already have the shield, just need to get the other two from A Step Between Stars.
I can get access to the Beta, just by switching out officers. I'll be kinda lacking in Fleet Modules for Tact since I have to wait til My fleet gets Research to Tier 2. >.>
On the Duty Officer front I don't have any Damage Control Doffs, since I kinda still don't know about Duty Officers that much, I only have certain ones I had equipped since. And I really don't have that many Doffs anyway only 51 out of 125. My Weapons go out a little bit too much so that's why I have EptW. Tholians... are a pain in the TRIBBLE when they disable your weapons. >.>

Experiment with doffs, play with greens and blues....when you dims ones you like get them as purple.
3 damage control doffs, an rsp fabrication doff and a brace for impact rsp shield distribution doff would be an interesting place to start
I'll probably pass on trying to get the Doffs right now since yeah. Since I would have to buy them from the Exchange first.. >.>
There's a lot of AMP modified Warp Cores for the Elite Variant. This warp core seems good for what I like since I do like the [SCap] Modifier.
Elite Fleet Reinforced Warp Core Mk XII [SEP] [S->W] [SCap] [AMP] [SST] since it does have AMP and the AMP modifier is better than the other Elite Fleet modifier aka the EWS.

The Fleet Patrol Escort Refit will have to wait til I can get this ship perfect mainly in terms of everything so I can easily transfer the gear on this ship to the next one. Though I am very interested in the next ship but annoyed they had to retire my model of ship for the new one. Ragnarok End will probably be its name whenever I feel like it and get enough credits or Zen to buy the Ship modules.

The Deflector Array is definitely better than the thing I upgraded it has 35 Structural Integrity buff so that would be more hull strength for this ship I am in, though I don't know by much since I right now have 47,044 Hull Strength right now. That would be an increase of 8.8 Structural Integrity.

Any ideas on better Engineering Consoles? Besides the EPS flow Regulators, since I am kinda looking for better since my ship is at 110% without the 225% from those. I guess the EPS Flow Regulators only affect Beam Weapons.

Cores with W>? Is what I usually recommend as an escort. You should always have power set to 125...that way you get maximum points to the secondary.
Engineering consoles should be universals. I recommend the hydro console of the counter command as your next rep.
Borg cutter should be in the aft as its a 360 degree weapon
Yes. 2 betas, 2 scatters, 2 tactical teams and 1 ts or high yeild is the normal max dps spec with the torpedo ability being rank 1 and no torp equipped
I'd get another cannon myself...but it's up to you man
I like the Rapid Fire Cannon Ability over the Scatters, though I do have 2 bridge officers that have Scatter lv1. >.>

Wouldn't a spire warp core with [Eff] [S->W] [Amp] be a better selection than the mine warp cores? Its built-in power drain resistance should mitigate subsystem power loss during heavy weapon fire while DEM+Marion or KCB+Assimilated console effects are inactive.
My Fleet is kinda small, and is working on the Mine Upgrade Tier 2. So we don't have access to those warp cores. >.>
So yeah, I'll have to wait. On the Universal Consoles, they are kinda too expensive for my taste.. aka I would have to buy tons of keys to get the Lobi Crystals since I am kinda limited in my spending options at the minute. Instead of Universal Consoles can it be something that is easier to afford, akin to Resistances since yeah... I have almost nothing in terms of Kinetic Resists.
I don't really have enough patience to grind up things to get an entire set of Universal Consoles on my ship.

Add the "NoP Public Service" channel to your chat window. Then ask the channel for access to any T3 Spire, Dilithium Mine, or T5 Starbase depending on what you need. You will usually get a free invite within minutes, though sometimes it can take longer depending on time and channel participants present. Just remember to thank the inviting parties for their time and generosity

3. No boff load out
4. Need spire consoles
5. No heavy disruptor turret with hydro console
6. Aegis engine with borg deflector...go 3p soloane or pick up borg engine

8. Eps flow generators do nothing for cannons. Swap them out for rcs or neutroniums...perhaps some universals.
