I dont understand, you telling that assigning a bind key to take screenshots, it doesnt work? its because STO cant find the screenshot folder? if thats the case, you right, there is no way to take screenshots.
You can use the print screen key on the keyboard, and paste the image into any image editing program. Unfortunately this doesnt work either in some systems..
Steam uses the F12 key by default to take screenshots but I would get the rearrange HUD interfance on my screencaps so I simply rebound the default steam screencap cap to F11 and that solved my problem if i wanted to take shots without the UI the alt-F12 to remove the HUD. haven't tried screen caps in ARC as I only run the arc client when picking up the special items like the Khan outfit.

As its been explained there's a conflict with the steam screenshot and the f12 but, you can take in-game screenshots with the star trek one. You only neeed to change the keys used to take screenshots, example:
on the chat line write /bind f9 screenshot and you'll take tga screenshots without the ui with the f9 key but remember, you need to do that to space and ground regions.
If you want jpg screen shots the command is screenshot_jpg, with ui is screenshot_ui
Yo can see easily see your binding keys on the game menu, key binds tab and clicking on show keyboard, when you move the mouse around the keys you will see the key binds for ground or space (yoy can change that on region)
So, the most easily way to resolve that is: clear the f12 function to take steam screenshot (remeber steam screenshot doesnt save on the star trek online folder) and bind to f8-printscreen keys the screenshot command that will take normal screenshot of the game and save them on the star trek online folders.

Before you do that, use ALT+F12 to hide the ui..
