I noticed something for the first time tonight. Certain enemies have a veeery small greenish arrow pointing up or down on the left side of their shield bar. I hovered my cursor over them. The one pointing up said "Enemy is unusually tough" and the one pointing down said "Enemy is unusually weak"
I compared their HP differences and apparently the "unusually tough" had higher HP. It seems this explains why certain npcs of the same type had more HP than others. I noticed this on elite so I am not sure if it counts on advanced or normal difficulty. Some enemies do not have any of these arrows and appear to be average strength enemies.

Curious if anyone else noticed this before.
Aye, i've noticed it before. Never really payed much attention to it as I usually bring enough firepower along to melt the targets before they had a chance to react.

Yeah I noticed it on both Normal and Advanced Difficulty, but wasn't sure what the differences were between them.
How much extra heath roughly does the "Unusually tough" ones have?
Lol, I have noticed that during my very first days of playing STO.
Simply, because I was wondering how is it possible that that funny little UFO (excuse me, U.S.S. Miranda class) you start with when playing Federation, equiped with 2 mighty fore weapons and 1 superior Tier 1 phaser in aft can solo the mighty Klingon Negh'var...
I think the game is just trying to always match your ship's firepower with enemies/npc allies by changing their stats. So that you won't just get blown away with single heavy torpedo when facing something much bigger, OR you won't be blowing up poor little birds of prey with 2 hits too.
Also many missions have minimum level, but if you start the mission with much higher level than the minimum (say 20+, and possibly much more powerful ship), enemy ships won't always get replaced by different (larger) ships, but instead all their stats raise up - HP, shields, dmg... or the opposite to compensate.
Then you can see these "Unusually weak" or "Unusually strong" infos.

could you provide screenshots?
Sure, I'll be running another mission soon, will post then.
Look at the enemy's ship hud.
