Your're going to have to define what 'good' is first. And more importantly what you will be willing to give up for those 'good' numbers.
As an example, a BoP has very few hull points and usually fairly weak shields. However, being fast can compensate for the low hull and shields by virtue of not being hit as often. Give some more specific information on what you would like to accomplish with what ship and the members here will help you flesh it out into a worthy Klingon vessel of death.

^This.
It all depends on the type of ship. I could give hull numbers of less than 62k being less than ideal, but that's relative to fleet cruisers and lockbox carriers. It all depends on your ship.

Some players hulls are higher than average unless they have some really good armor alloy plates. The highest I can go is 52,000 for the hull. I've been checking other ships some are 54,000, and the highest I've seen 57,000. Stronger the hull the more points same goes for the alloy plates.
i'd say the bulwark could get the highest Hull HP in the game. it has one of the highest base Hulls, 5 eng consoles, for more +hullHP items, toss 5 Hull boosting eng consoles, a hull boosting deflector, and the bio circuity Lobi item, and you got a high hull ship, it even has a decent shield mod.... though its uber rare, and some say its not good.
i wish it'd go on sale again. i wasnt around the first time it was out. (was taking a break from the game.)
Some folks say the scimitar is a piece of junk......
It all depends on how you run the ship as to whether the hull and shields are good enough. If you sacrifice too much in shield buffs or hull heals to get more DPS, you might think the ship is junk because it blows up too often or too easily. If you swapped in more heals, it might be an excellent ship, but are you willing to even try it?
Play to the strengths of the ship, and don't try to fit the square peg in the round hole.

I have two vessels, a Fleet K'tinga and a Fleet Tor'khat. The K'tinga's hull points are between 51 K and 52 K while the Tor'khat's hull is closer to 58 K. Shields are near 11 K.

It amazes me how some people out there still don't know about -threat consoles a year later.

since you have a tor'kaht here is mine to compare. LINK I run it with 2 setups only changing 1 tac officer between the two builds for different skill sets.
then the doffs change out completey between the two builds.
13k shields
57k hull
well the numbers are all there. just check it out.
Trophies for killing FEDS ahh those were the days.

A proper tac oriented ship doesn't need to bother with "Threat" if he knows how to make a solid build. You don't have to worry about "threat" since even a half-competent PUG these days rips down even large targets with ease and in short time.
There is nothing in this game where threat applies so much that it takes so long to bring down and can rip you apart at the same time. Ships are hybrid in their BOFF setups these days, as well as all the power creep of gear, traits, etc., that even tac heavy ships can take the punishment while completely ignoring any threat reduction.
"Threat" is meaningless where DPS'ers can "Tank" at the same time.

lol you take a t'varo into CCE with the -threat consoles and you unload torps on the entity the entire time without a shard coming near you. and on a small ship like that the shards can be a kiss of death .
so statements like yours are as conditional as the OPS lack of info about what he used. it all depends on the config and playstyle . now all things being equal in a tork with cannons id never waste the space with them. it kills the enemy too fast to bother with it.

Elite tac cube takes more than a few seconds to kill with 5x 50+k dps ships. And yes, it will pop your escort faster than you can kill it, if you pull aggro. Congrats, you're the lucky recipient of the invisitorp. You do 0 dps on respawn timer.
More importantly, a -threat console adds a third of a tac console worth of damage and makes your plasmonic leech significantly better. Silly questions: You do use Romulan Plasma, right? You know, the weapons all current stf time records are made with? You do use plasmonic leech, right? You know, the thing that gives you power?

Thanks for the look. Nice gear. Most of my gear is Fleet gear with the exception of a few low tier rep universal consoles.

I used to run with leech console on that ship but when they nerfed the borg set I changed to the adapted honor guard and its shiled adds +10 power to each unit while under attack so I pulled the leech out and added the new undine console.
and I have the new undine rep set aswell but still haven't taken a shine to it. maybe in time though.

hope that one wasnt directed to me. i even said i wasnt around when the ship was initially released. I was just going on info when i made a thread asking about the ship, I did my own research and figured it would make an excellent tanking ship, but being that its not even on the exchange anymore, it's now well out of my price range, assuming there are any for sale anymore.

just remember mostly things are yen and yang in this game to get huge hull numbers your probably going to have to give up some other aspect.
