Was there a change in elite STF rewards?

So, my fleetmates and I have noticed that since Season 9 went live, no one gets more then one Borg Neural Processors for completing an elite STF. We've done a number of them, which we do at least once a day, and not one of us has received more then a single Borg Neural Processor.

I've been trying to find patch notes that address this but have come up with nothing. Have the rewards for elite STFs been changed and now only rewards a single Borg Neural Processor?

If this is the case, can someone point me to the patch notes that list this change?

    The chance for extra Borg Neural Processors is being removed; however, the related costs of all reputation projects are being decreased accordingly
    Patch Notes : Resolved an Issue, where people would accidently experience Fun.

    Read the notes that's what they are for. Or can't you read?

    Something I do to ovoid this problem. Every week I go through that pain in the TRIBBLE that is arc, and post the weekly patch notes from there on our fleets website so fleet members can easily see them without faffing with arc logins, they can just bookmark the page easily. Its tiresome sometimes but it does mean I read the patch notes in full every week. As a result I am able to post major changes that more casual players don't look up themselves in fleet mails.
    I also seldom get any nasty surprises as a result (unless of course something is broken and not listed).

    Simple version;

    Before = Was random if/who got Borg NP, and they got anything from 1 to 11
    Now = You all always get 1 NP after each Borg ESTF and you need less of them

    Personally I prefer the new way, as now I know how many ESTFs each character needs to run to get all the Mk XII gear I want.
