I did a little digging, but admittedly I am lazy. I have a couple questions regarding space PvP, from the perspective of somebody that dabbled with it a little when the game came out and not since.
1. I am going KDF, as science. Would it be best to stay true KDF, or go Rom/KDF and use one of their science ships, or would one of the Dyson science destroyers be best for either?
2. Is Plasmonic Leech a necessity, or will I just get smoked as soon as I engage without it?
3. Should I just stick with PvE and start spending a lot of cash on bourbon?

The benefits of going Romulan (stupid levels of crit, increased decloak damage duration, battlecloak, singularity jump, etc) far outweigh the benefit of being KDF (BoPs). You can do some science in a Warbird or BoP but generally all the good sci's run things like the Palisade.

If you go Romulan, yes, Leech is pretty much a requirement. Not necessarily for vape though. Two best purchases I have made were the Valdore and the Vandal.

I still say the barrier to entry for PvP has never been lower. This biggest issue is gaining knowledge. Best bet would be to get in a fleet that PvPs or do bootcamp (if they're still doing it). Either way, you'll probably want that bourbon eventually if you PvP.
1. It'd probably be best to go Rom-KDF as a Reman or Alien. That way you can get Reman bridge officers with Superior Infiltrator trait that have extra defense, although they will cost you a good amount of EC. The two best ships are the Temporal Science Vessel and the Palisade. I'm not sure how great a sci cpt. would be in a rommie ship due to the singularity core and loss of overall power.

1. Going KDF or possibly KDF-Rom has two main problems:
A. For the KDF only, they have a still lack of tier 5 ships, especially C-store ships. Their only dedicated sci ships are the Varanus and it's fleet version, along with the Dyson ships.
B. For both KDF and KDF-Roms, DOFFs are easily twice as expensive than an equal Fed version, IF you even find it at all sometimes depending on how old and how popular it is.
There are some lesser problems as well, like fewer high tier KDF fleets compared to the Fed side, etc.
2. It is quite useful, but I don't consider it as needed as it once might have been. A Romulan gets the most use out of it for sure.
3. Your choice. Getting into PvP isn't the easiest thing with the insane amount of stuff you have to go through, BUT if you are also tired of PvE being such a drag, PvP can be quite the enlightening experience just to have something different.
I remain empathetic to the concerns of my community, but do me a favor and lay off the god damn name calling and petty remarks. It will get you nowhere.
I must admit, respect points to Trendy for laying down the law like that.
1. I would stay to the KDF. Both Klinks and Romulans lack the amount of sci ships Feds have, but the KDF has at least the Fleet Varanus. Compared with the Fleet Ha'nom on Romulan side, which is truly lackluster in my opinion, Varanus is something like the DSSV - good science ship, though few people use it. On the other hand, if you're willing to invest into something like the Palisade or Temporal Sci Vessel, you can choose any faction you want.
2. Plasmonic Leech is certainly very useful, especially for Romulans. Plus, Klink and their allies have easier access to it than Feds, who have to grind some 30M to get it. On the other hand, with the Undine reputation things have changed a little. Plasmonic Leech is mainly used in conjunction with Fleet Shields, because they adapt to resist incoming damage. It doesn't work with MACO (or, in this case, Adapted Honor Guard) Shields. But now, you can use MACO Shields and T4 Undine rep passive (I believe it's the Nanoprobe Field Generator) to achieve nearly the same result as with Fleet Shields and Plasmonic Leech.
3. Unless your goal is to blow the very same Cube or Gateway a million times over and over, then you should definitely give PvP a try. There are lots of helpful guides posted around here that will help you get started.

I never understood why I had Remans available to me, I never bought any LoR pack and I'm not a sub. Happy accident or maybe there was something I did to get the option...

1. Rommy. The Sci options for the ships alone (not counting Boffs) are far better than Raiders.
2. Only for energy damage focused or drain builds. W/holds, Torps, other CC builds and it's better to use something else in that slot.
3. You can PvP w/o spending $. Get the mirror hanom for cheap or mirror mogai or tvaro. Grind some set/rep stuff and you should do fine (this is where you'll be spending PvE time). Warning PvE grind can be mind numbing enough, not sure I'd mix alcohol w/it.
I fly a squishy a2batt mirror hanom sci spam build all the time. It wouldn't take much to harden it up (I don't spec into resists, use resist consoles nor defensive traits, and only have TSS1 HE1 for Boff repairs/defenses).

Mirror Hanom has a better Boff layout (Lt Eng & Ens Eng option) and a BC w/Sensor Analysis at a cost of a console slot and some base stats.
