I'd love to see both in game, even if they were restricted to a mercenary themed lockbox.
Baran's ship could be a raider with a psudo-cloak console. The Qualor II depotcombat ship could be a 5/2 escort or destroyer. Toss in some red disruptor weapons and we're set.
It did not have cloak so much as a stealth sheath of material on its hull that made Long Range sensors unable to spot it.
Basically give it cloak until within 12km of any target, at which point it becomes completely visible.
Why would neutral ships be anything other than Lock Box ships? You know - like all the current Lock Box ships? The hate of Lock Box ships while asking for more Lock Box ships is kind of odd.
Even Lobi ships are Lock Box ships, with Lock Boxes being the primary source of Lobi.
The suggestion (linked) for a Mercenary/Privateer/Pirate/etc fraction would be curious to pull off in regard to how that would work for Federation players - they'd align with (work secretly) for some splinter group that condones such activities?

Yep the Breen and Risian ships aren't Lock Box boats, but what would they do then outside of Lock Boxes? Have to figure that the Winter and Summer Events are going to keep rolling out Breen/Risian for a bit. Would they add another seasonal event? Would they add another annual event? Where would it fit in the schedule with everything else going on?
In the end, it kind of gets into many of the complaints folks have about Lock Box/Event ships turning the game into Generic Space Online rather than Star Trek Online...
...though, who knows what they're going to do with X2 and S10, eh?

Or they could add extremly rare drops to boss fights.... Although that would require us to get any real boss fights.
So there are dozends of ways to add more ships not lockbox related and still keeping them rare. But since that's seems to be their only income these days that probably won't happen.
Personally, I think they need a Pirate Faction... Ferengi, Hirogen, Orion, Kazon just to name a few.. that would bring in a whole slew of ships :eek: and perhaps new players and more grinding

I wouldn't mind seeing a line of Mercenary/Neutral line of ships but implementing them.. would be tricky. Lockboxes aren't all that bad for final tier ships but I would prefer a bit more like a faction.
To me, as far as factions go, there is only one way Mercenary could work. It would be similar to COH's Rogue/Vigilante.. or Romulan where you eventually have to choose a side to work with but with the ability to switch sides using a set of missions. Like Romulans, you can use certain faction ships but not as many. But you are allowed to have mixed faction doffs/boffs. You both get the best and worst of both worlds to keep it balanced but mainly, you would only have a few ships to work with. I would LOVE to see something like this myself but I am not holding my breath over it. We will see a Cardassian faction before anything close to this.

I could upgrade some of them to the 10 console variant, but outside PVP I don't see a need for it.
So more neutral 9 console ships would be perfectly all right for most people wanting them I believe.

It's not a misconception that they do not count - it's the obvious matter of the 10 console versions of ships being better than the 9 console versions. Not only do they sport the 10th console, they receive +10% base hull and shield modifier, as well as oft having Universal BOFF Stations allowing for more customization.
Outside my "main" ships (then again with the exception of my Hegh'ta) I fly around a lot in 9c ships (My Ar'Kif I use a lot if I'm fed up with the low turning scimitar, the D'Kyr ect ect) and in ANYTHING pve related they work perfectly well. I could upgrade some of them to the 10 console variant, but outside PVP I don't see a need for it.

If it's an argument of "need", why even bother with the 9 console boats? You don't need a T5 boat in the first place...

Dear god, no. Lockboxes are the worst idea since Hitler's parents decided to concieve. Make them fleet, lobi or C-store, say I!
