- Cardassia -> maybe if the add Cardies as the next Mini-Faction, some day (you can go visit the Cardassian Ministry of Culture in "Tear of the Prophets" already, though ...)
- Tellar Prime, Betazed -> doubtful ...
- Iconia -> go play "Taris" (Romulan Story Arc) again "playable" for 4 years ... not sure what you'd expect from it, though ... it's been abandoned for 200,000 years ...
Patch Notes : Resolved an Issue, where people would accidently experience Fun.
Every new toon starts the game in 2409 and technically it does not end until 2410 or at least until the player has played the "A New Accord" FE.
For my max level KDF toon who has only just completed the Wasteland story arc, the war is far from over. It would be rather awkward for me to see a Federation toon on Qo'Nos simply walking around.
While it is possible to create instances of Qo'Nos, ESD and other areas opened up for all players who have finished the main story line and the current FE, that would take additional resources and will likely splinter the player base between those who have completed "A New Accord" and those who have not.
I want a Borg faction LONG before we get a Cardy/Dom faction.

Don't count on it. They're too bust trying to please everyone. Making Cardassians playable would upset a lot of people regardless of how it's done. Generally it's either "don't make them part of the Dominion because Damar," or "make them Dominion because Weyoun." They can't do it both ways so they'll never do it.

They're probably a better shot at a playable faction than most, I guess. If you can get the actor who plays Garrick in to record lines, I'd be for it. If not, forget it, it'd just be ruined without Garrick.
I assume Cardassians will be the fourth playable Factions - as they fit too perfectly into Cryptic's Micro-Faction system design. I do not believe you will see it before Expansion Pack 3, though; as EP 2 is taking us into the Delta Quadrant.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.
As a playable race, sure, but I don't see them as a playable faction.
They are a species in need of assistance just like the Rom Republic was. They have enemies in the True Way, Mirror Universe, and Dominion - just as the Rom Republic has enemies in the Tal Shiar and Tholians. They are a perfect fit as a fourth Faction - plus they do not violate CBS's no evil faction rule and we know a lot about them from DS9.

Dan Stahl has mentioned that he would like to do a playable Borg faction, but only as a Liberated Borg faction. This faction could include the Borg Cooperative, Unimatrix Zero, Hugh's group, or some other Liberated Borg faction that we have not seen. Since they are not composed of Alpha Quadrant races, then they would have unique ships that look similar to the Borg ships not Borgified Alpha Quadrant ships. However since Dan is no longer EP, then we have to wait on the new EP's position as to whether a Liberated Borg faction might be added, but considering that STO is heading towards the Delta Quadrant, then there is a chance that it will exist in Expansion Pack 3.

Possibly but consider that a delta quadrant expansion is a huge undertaking in itself. New aliens, new environments, new ships. There's more than enough there to keep cryptic busy without a new sub-faction (as the borg would likely be), especially if they want to keep the plot moving along with the main factions.
Of course speculating on this stuff now is pretty idle business, but none the less it may be a bit bold to expect to be Hughing it up when they finally let us fly through that hole in the Jeynolan dyson sphere. The next major update after the Delta Quadrant would seem a bit more opportune.

But we already had the "return of the dominion." See. Season 5. And we're not exactly wanting for Delta Quadrant bad guys to play territory control with. Voth, Undine, Hirogen, Malon, Kazon, and a couple dozen "aliens of the week" that you could probably flush out into compelling nemisis factions (as they did with the Elachi.). And let's not forget The Borg who you would expect to have more of an immediate interest in controlling the Delta quadrant (and could probably do with a revamp.)
It could be interesting (most of all because you wouldn't expect it) but with STO already running heavy with the Cardassian series its hard to see what more we can get out of the purple planet eaters besides perhaps the glorious return of Weyoun.

Cardassian faction? did not STO take liberties with the Hideki upgrading it from a heavy Runabout to escort? I mean Hideki, Galor, Keldon, and isnt a Keldon just a souped up Galor? Like the Galaxy is a souped up Ambassador?

and they are the skimpiest faction when it comes to characters.
