Breen Combat update for Players/Boffs

I've been observing the Breen in ground combat lately and think it would be nice if we could gain some of their abilities for both Captains and BOFFs.
These are the ones I have observed that are unique to the Breen:
Cryo Grenade
Cryonic Mortar
These would make good kit modules.
And for the Breen BOFF, I'd like to trade his Plasma Grenade II skill for Cryo Grenade II (commander level), just for authenticity.
And yes, I know the Cryo Grenade is a device, but given that it is "consumed on use" and you are only allowed to have one means that I don't wish to have it.
I want a Cryo Grenade that is infinitely reusable.
